<br />Planning Commission Minutes <br />April 10, 1996 <br /> <br />MOTION: Member Sandstrom moved, seconded by Member Thein to recommend <br />approval of Mary Woessner's request for a division of platted lot at 925 W. County Road <br />B with the condition that the curb cuts and utility services remain as currently constructed <br />and brought into compliance with the code at the time of the issuance of a building permit <br />for the lot. <br /> <br />Roll Call: <br /> <br />Ayes: Thein, Rhody, Sandstrom, Wilke, Cunningham, Wietecki <br />Nayes: None <br /> <br />Member Wilke stated that he preferred to have the curb cuts and utility easements taken <br />care of at this time. <br /> <br />7(b) Steve Zeece Sr. and Michael Haas representing Rosebrier Development. Dennis Welsch <br />provided a sketch plan review of the Rosebrier proposal to construct 72 housing units on <br />a 8 acre site. Mr. Zeece introduced the site and the history of filling on the site. Michael <br />Mularoni, architect representing the ZeecelHaas Rosebrier Development Group, <br />described the units on the site and the site planning necessary. He noted that it would cost <br />between $120,000-$180,000 to correct the soils on the site. The proposal is to purchase <br />the Zeece site and request the City to reduce its property value and also purchase the City <br />adjoining parcels for this project. A PUD would be used to provide setback flexibility. <br />The developer's propose to use the public right-of-way as currently platted and will <br />prepare a preliminary plat for redesignation of the lots. <br /> <br />Member Wietecki expressed concern about the setbacks between the buildings. <br /> <br />Member Cunningham asked for clarification about soil conditions. <br /> <br />Mike Mularoni noted that buildings 1 and 4 have severe soil problems. He also explained <br />that the market price of the units will be approximately $83 per square foot which is <br />consistent with the $83 - $123 per square foot that the units have sold for in the Roseville <br />area in the past years. He explained that two buildings within the complex would be <br />rental buildings and would face County Road B. <br /> <br />Member Sandstrom asked if a storm water plan had been completed yet. Mularoni said it <br />had not. <br /> <br />Mularoni asked if there would be dedications necessary for the parks and ponding since <br />the project has already been through the platting process once. <br /> <br />Steve Zeece noted that the pond to the north of County Road B drains the site. <br /> <br />Member Cunningham asked for clarification regarding the scenic easement purposes and <br />whether units could be placed on the old Zeece site. He asked why four bedroom units <br />were placed on County Road B. <br /> <br />7 <br />
