<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />Robert Moren, 355 Millwood, asked for clarification regarding utility easements along <br />the south boundary, and which utilities would be brought into the site along the boundary. <br />Mr. Moren asked for clarification regarding the timetable for development. (Project to <br />begin in late July of 1996.) <br /> <br />There were no other questions or comments from the public. Chairman Wietecki closed <br />the public hearing. <br /> <br />Member Harms announced that she will abstain from further discussion and voting <br />because she has done business with potential developers of the site. <br /> <br />MOTION: Member Thein moved, seconded by Member Wilke, to recommend <br />preliminary plat and final plat approval with an 80 foot setback for the 6 lots on the cul- <br />de-sac, a $500 park/recreation cash dedication for each lot, with either a 6% or an 8% <br />grade over the 80 feet of Farrington Court, as determined by the City Engineer, necessary <br />to allow the grades to match consisting topography. <br /> <br />Roll Call: <br /> <br />Ayes: <br />Nayes: <br />Abstain: <br /> <br />Thein, Rhody, Wilke, Cunningham, Wietecki <br />None <br />Harms <br /> <br />6(d) Planning File 2824 Ryan Construction Company of Minnesota, Inc. request for <br />Planned Unit Development (PUD) at 2778 N. Cleveland Avenue for the construction of <br />an office/warehouse facility. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Assistant Community <br />Development Director Rick Jopke to provide a background report on the site. Mr. Jopke <br />report, based on a written report of May 8, 1996, illustrated that a 40 foot variance was <br />requested along the east property line to allow parking to set at the property line of a non- <br />existent, but previously platted, street named Mt. Ridge Road. The staff suggested that <br />practical difficulties include: <br /> <br />1) There is right-of-way on 3 sides of this which require a 40 foot setback from each <br />right-of-way in an 1-2 zone. <br />2) The applicant is contractually obligated to provide a 105,000 sq. feet of space. <br />3) The need for additional right-of-way development along the Twin Lakes Parkway <br />corridor on the south side of the property. <br /> <br />There are engineering concerns regarding the amount of right-of-way available along the <br />Twin Lakes Parkway, and storm water ponding issues regarding the use of the pond west <br />of Cleveland Avenue and the need for temporary ponds until a regional pond is <br />completed. <br /> <br />12 <br />
