<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />6(c) Planning File 2823 Frank Tschida request for preliminary and final plat approval <br />for 8 single-family lots at 350 S. Owasso Boulevard. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Michael Falk to <br />provide a background report. Michael Falk provided a report based on a written staff <br />report of May 8, 1996, and a video report on the site. He noted the site is 2.54 acres and <br />zoned R-l. It is designated low density on the city's Comprehensive Plan. The proposal <br />is to create 8 lots at a density of3.15 units per acre. All lots would meet the 11,000 <br />square foot size. However, 6 of the lots along the cul-de-sac would require a 5 foot lot <br />with variance at the setback line to allow each lot to be 80 feet in width. Surface water <br />ponding would be handled by creating a pond between the back lots of the lots facing the <br />cul-de-sac and the lots which face Owasso Boulevard. There would be a restricted catch <br />basin on this drainage pond. The pond would be dry in all seasons except when <br />collecting and dispersing water from a current rain. <br /> <br />Michael Falk also explained the project grading on the site which requires matching <br />existing steep grades from back yards to the south and west. The city street standard <br />requires a maximum 6 percent grade. In this instance, the developer proposes a 3 /12 <br />percent grade at the intersection with Farrington and a 1 to 2 percent grade in the cul-de- <br />sac, but will require an 8 percent grade over 80 feet of Farrington Court. <br /> <br />Michael Falk stated that the staff recommends approval including variances needed for <br />the 6 lot front yard widths of80 feet, and the 8 percent grade over 80 feet of Farrington <br />Court. <br /> <br />Member Cunningham asked for clarification regarding the holding ponds. <br /> <br />Chuck Plowe, Project Engineer, described the slope and new grades on the site. <br /> <br />Member Wietecki asked for clarification regarding the drainage on the northern part of <br />the cul-de-sac and the street and pond. He expressed concern with the drainage in the <br />back yards from overflow in the pond. Assistant City Engineer, Jay Kennedy, explained <br />the grades and noted there may be some problems coming off or east on the street during <br />a slippery or winter day. lfthe grade were 8 percent for no more than 80 feet along the <br />street, Mr. Kennedy said that could be acceptable. <br /> <br />Member Harms asked if the property owners had been properly notified for the variance <br />portion of the subdivision. Michael Falk responded that the notification for the <br />subdivision and inherent redesign of the site is adequate for notification. <br /> <br />Member Wilke asked for clarification regarding pond sizing and storm water run-off into <br />Lady Slipper Park. He asked who will manage the ponding area. (The city will have an <br />easement over the storm pond and the pipe system.) The pond will drain dry after a rain. <br /> <br />11 <br />
