<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />opinion. He also commented that the site plan circulation is adequate with no internal <br />problems. <br /> <br />Michael Falk reviewed the impact on parks, streets, utilities, and pathways along <br />Lexington and Roselawn. <br /> <br />Michael Falk reviewed the compatibility with contiguous properties; contiguous property <br />values; impacts on health, safety, and welfare; Comprehensive Plan compatibility, as <br />described in the staff report of May 8, 1996. He also explained that the engineering staff <br />had a number of conditions which had to be met in order for the project to proceed. After <br />providing the staff summary ofthe site, Mike Falk, stated that the staff recommended <br />approval as per the staff report of May 8, 1996. <br /> <br />Chairman Wietecki entered the meeting. <br /> <br />Member Harms asked what other uses would be permitted on the site. Michael Falk <br />provided a list ofB2 and B3 uses permitted for the Kath site. <br /> <br />Member Cunningham asked if a Phase I and Phase II Environmental Analysis had been <br />done. Michael Falk responded that such analyses are done prior to issuance of building <br />permits. <br /> <br />Chairman Wietecki asked the staff to present a list of changes requested by the applicant. <br />Michael Falk completed the description. Member Rhode asked Glen Van Wormer how <br />much traffic would be generated by the townhomes to be built north of Roselawn <br />Avenue. Glen Van Wormer estimated 110 trips per day with 9 trips in anyone peak <br />morning hour. <br /> <br />Bruce Kath, the applicant, provided background on the operations on the site. He stated <br />that 7 underground tanks would be removed, and 3 new, double-walled cathodic-treated <br />tanks will be installed. There will be 8 tanks, a touchless car wash, a convenience store. <br />There will not be a restaurant, no alcohol, nor video games, no oil changes, no motor <br />repair, and no tire sales. There also will be no outside speakers. There will be 3 <br />employees at the site at all times. There will be no loitering allowed. Mr. Kath stated <br />that, since 1975,22 service gasoline stations have closed in and around Roseville. <br /> <br />Tim Nelson of Everest Development, representing the developer, explained the intent of <br />the new site plans. Chairman Wietecki asked for details regarding the canopy and the <br />support mechanisms for the canopy. Mr. Nelson explained the canopy will be steel. All <br />of the open space will be irrigated. Member Harms asked for further details regarding the <br />placement of a 6 foot high fence at the east side of the car wash driveways. Member <br />Cunningham stated that the open green space would not be open if completely fenced. <br /> <br />3 <br />
