<br />Planning Commission Minutes <br />June 12, 1996 <br /> <br />6. PUBLIC HEARINGS: <br /> <br />6(a) Planninl: File 2811: Christopher Berg request for a conditional use permit for a <br />service station and convenience store at 2163 Snelling Avenue North. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Mike Falk to provide <br />background related to the Uno- V en conditional use permit request. City Planner Falk <br />provided a background as per the written report of June 12, 1996. A video was shown to <br />describe the surrounding land uses. Mr. Falk explained that the Uno-Yen proposal was to <br />replace the existing building with a 2480 sq. ft. convenience store and 4 dispensers on <br />fuel islands. He noted that a gasoline station has been on the site since 1958. The <br />building materials proposed for the new building will be face brick, glass, and dryvit <br />facades. <br /> <br />The city's traffic consultant found that the traffic from the proposed layout can be <br />accommodated both onsite and by adjacent roads. The applicant must define the drives <br />and parking areas by significant landscaping at the entrances. The city has required the <br />applicant to provide an easement for portions of the frontage road and to meet setback <br />requirements from the easements. <br /> <br />City Planner Falk addressed the six conditional use permit impacts ofthe city code and <br />noted that each complies with the city standards. <br /> <br />Member Sandstrom asked if the frontage road and service station entrances were <br />necessary on County Road B. <br /> <br />Member Wietecki asked if the sign met the setbacks and, if not, it should meet the new <br />criteria of the sign code. <br /> <br />Member Wilke asked if one driveway can be prohibited. Mr. Falk responded that 4 <br />drives were recommended by the consultant in order to disperse the traffic. <br /> <br />Member Rhody expressed concern about the closeness to Snelling Avenue at County <br />Road B and asked what the distance from the comer would be. Mr. Falk responded that <br />the driveway has been moved at least 19 feet to the west. <br /> <br />Member Sandstrom asked if the applicant had considered changing the location of the <br />building to the east side of the site. <br /> <br />Chris Berg, Manager of Development for Uno-yen, and Bill Ridgeway, Senior Engineer <br /> <br />2 <br />
