<br />Planning Commission Meeting Minutes <br />July 10, 1996 <br /> <br />Bill Pitt, 3075 Wheeler, expressed concern about duplexes in the neighborhood, and the <br />prefab nature of the housing. He expressed concern about lower quality housing and <br />complained about the type of renter that may be attracted. Mr. Pitt submitted a letter <br />from Dean Patrick, a neighbor, opposed to the lot split because of opposition to the <br />duplex land use. <br /> <br />Paul Sedgewick, 3079 Wheeler, expressed opposition to the project, because of the <br />potential duplex land use. <br /> <br />There was no further comment. Chairman Wietecki closed the public hearing and <br />clarified that the request is for a division of the lot and not a land use issue. <br /> <br />Member Harms stated that the rental property is a business, and asked whether the city <br />could require landscaping standards as per the business design standards. The staff <br />responded that a zoning text amendment may be necessary. <br /> <br />MOTION: Member Rhody moved, seconded by Member Cunningham, to recommend <br />approval ofthe David Seaberg request for the division of a platted lot at 3095 Wheeler <br />Street subject to the following conditions: <br /> <br />1. That the survey be corrected to show the additional right-of-way granted with the <br />easement document #2063633 in November, 1979. <br /> <br />2. That the sewer permit be obtained before extending sewer to the site. <br /> <br />3. That an interim use permit be obtained for the existing garage if within 1 year <br />after approval the principle structure is not built. <br /> <br />Roll Call: <br />Ayes: <br />Nayes: <br /> <br />Cunningham, Rhody, Wilke, Sandstrom, Harms, Wietecki <br />None <br /> <br />6(c) Planning File 2845: City of Roseville request for a Master Plan amendment to <br />the City's Comprehensive Plan providing for screening and buffers along the <br />common east-west property line of parcels and platted lots within an area bounded <br />by County Road C, Hamline Avenue, Rose Place, and Snelling Avenue. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Michael Falk to <br />provide a summary of the staff report on the Comprehensive Plan Amendment of July 10, <br />1996.
