<br />Planning Commission Meeting Minutes <br />July 10, 1996 <br /> <br />conditions as per the staff, and adding the following: "U-Haul" parking shall mean <br />commercial rental vehicle parking with vehicles weighing under 26,000 lbs. gross vehicle <br />weight and 26 feet or less in box size, and add to # 13 that the 40 ft. buffer shall be <br />bermed adjacent to the north property line, and add condition #18 which shall state that <br />the applicant shall comply with the sign ordinance regarding the "U-Haul" operation, and <br />add #19, the applicant shall apply for a grading permit when constructing the 3 ft. or <br />higher berm, and add #20, the site plan and buffer plan dated 3/13/96 and application <br />materials shall be considered part of this permit, and add #21, violations of the terms of <br />this permit shall be considered a violation of the City of Roseville City Code which may <br />result in fines or revocation of the permit. <br /> <br />Discussion: <br /> <br />Member Cunningham asked ifin #13 who would be responsible for <br />maintenance of the 40 ft. strip. (Answer: The land owner.) <br /> <br />Roll Call: <br />Ayes: <br />Nayes: <br /> <br />Cunningham, Rhody, Wilke, Sandstrom, Harms, Wietecki <br />None <br /> <br />6(e) Planning File 2843: Bruce Kath request for a rezoning, conditional use permit, <br />preliminary and final plat, and comprehensive plan amendment at 1219 Lexington <br />Avenue to construct a gas station/convenience storelcar wash. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested City Planner Michael <br />Falk to provide a verbal summary of the written staff report dated July 10, 1996. Mr. <br />Falk explained that the proposal is the third attempt to design a gas station/convenience <br />storelcar wash for this site. The current plan is down-sized in that the building is reduced <br />from 4,000 to 2,700 sq. ft. There are only 6 pumping stations, the site is smaller, and the <br />canopy and lighting are reduced in size, and the car wash is also reduced in size. He <br />noted that the gas station proposal does meet the city requirements, and that the entire <br />proposal meets the conditional use permit requirements of the code. There is not a <br />significant change in the traffic volume, but the circulation within the site is poor and <br />does need improvement. <br /> <br />Chairman Wietecki asked for an explanation of why two parcels were needed and why <br />landscaping and ponding are being placed on the adjoining parcel. <br /> <br />Traffic Consultant Glen Van Worner explained the traffic impact on the site and noted <br />that the impacts are less than previous proposals but the internal circulation and driveway <br />problems do persist. <br /> <br />8 <br />
