<br />Planning Commission Meeting Minutes <br />July 10, 1996 <br /> <br />Michael Falk stated the staff recommended approval of the comprehensive plan change, <br />the zoning change, the planned unit development, and a preliminary and final plat, but <br />was withholding the conditional use permit approval until the circulation issues have <br />been resolved. <br /> <br />Member Sandstrom asked what should, or could, be done with the adjacent vacant parcel <br />in future years. Member Wietecki expressed concern with the possibility of a fourth <br />revision to the site plan based upon the need to improve circulation on the site. Mike <br />Falk explained that the applicant has indicate an ability to solve the circulation problems <br />without major changes to the site. <br /> <br />Bruce Kath, applicant, explained the history of his site and the development process to <br />reduce the size and scale ofthe project. He noted that the current business would be open <br />from 5 a.m. to midnight with no outside speakers. There would be six employees <br />maximum at anyone time and two employees minimum. <br /> <br />Tim Nelson, Development Consultant for Mr. Kath, explained the minor changes to the <br />plan. Member Wilke asked for clarification regarding the stacking bays that reduce <br />parking usability. Member Wietecki asked why there was no parking in front of the <br />building. Member Cunningham asked if the store could be moved back with no cuing <br />behind the store and whether a variance was available along Roselawn A venue for <br />circulation. <br /> <br />Chairman Wietecki asked for clarification regarding the amount of parking that was <br />needed. Member Harms asked if there was a need for 2 car washes. Member Wilke <br />asked for clarification regarding the tanker circulation pattern. Chairman Wietecki asked <br />for clarification regarding landscaping on lot 2 and the need for a permanent landscape <br />easement. Member Wilke asked for the handicapped parking location. <br /> <br />Susan McGregor, 1123 Autumn Avenue, asked for clarification regarding the stacking of <br />vehicles on Lexington and Roselawn. She also asked for clarification regarding the uses <br />available within a B 1 zone using a conditional use permit. She asked who will maintain <br />the property that is left undeveloped, and also how the traffic circulation patterns would <br />work from the pump islands to the car wash. <br /> <br />Kris Thompson, 1115 Autumn Avenue, asked for projections of the gas sales, the vacuum <br />location, the seating in the store, the drive-up phones, the air compressor location, the <br />distance between the apartments and the store, and snow removal locations and <br />operations. <br /> <br />9 <br />
