Planning Commission Meeting Minutes
September 11, 1996

Staff recommended: 1) the Planning Commission continue this application to October 9,
1996; 2) the City Council continue this application to October 28, 1996; and 3) the City
Council extend the 60 day review period to December 21, 1996.

Wietecki requested clarification regarding grading and fill along the northwest corner of
the site.

Jay Kennedy explained grading and elevations of housing on Lots 1 and 2 and concern
with fill and closeness to homes to the north.

Harms asked where the nearest homes were located. Falk illustrated locations of adjacent
homes.

Art Mueller, 2201 Acorn Road, presented application details. He noted the location of
the house to the north of Lot 1. The development history of the area was discussed. He
said he will screen the site to the north with vegetation.

Trudy Martinco, northeast of site, expressed concern about drainage into a pond at the
northeast corner ofthe site. Jay Kennedy explained the drainage patterns in the area.

Gary Boryzcka, 2250 Acorn Road, explained drainage patterns. Proposed grading would
eliminate holding area along north property line. He expressed concern regarding
construction impacts on his house and with inaccurate elevations in the topographic
survey. He owns the lot to the north of his home, but has had no buyers. He asked that
homes be placed and built to fit the land. He expressed concern about dust, noise, loss of
vegetation.

Member Sandstrom asked how high the Boryzcka house is above the pond along the
north property line. The elevation was 960 at the front stoop and 952 at pond elevation.

Donna Hoover, 2215 Aglen Avenue, asked whether the houses will be close to the rear
property lines. Art Mueller said houses will be 70 feet from the property line. She said
she was concerned about the change to the neighborhood.

Chairman Wietecki noted that the City code states that the rear setback could be 30 feet,
10 feet to the side.

Wallace Foreman, 2161 W. County Road B, said he moved into the area in 1973. There
has been numerous subdivisions since that time. He asked for fairness and consistency.

3
