Planning Commission Meeting Minutes
November 13, 1996

7(c) Communication Towers

Mike Falk provided background on communication towers and locations along
the Highway 36 and 1-35W corridor. The City plan included locating towers on
public land. Falk reviewed the options that are allowed within the current code.
The School District and the City will be working together to find appropriate sites
for towers along the Highway 36 corridor.

Commissioner Sandstrom asked why the City doesn't revise the code to allow
towers on City and school properties.

Falk noted that joint use on towers would reduce proliferation. Chairperson
Wietecki encouraged the City to work together with other agencies to reduce the
number of sites.

No action necessary.

7(d) Zoning Charts

Mike Falk provided the Planning Commission with some background regarding
the Zoning Code. He described the dimensional requirements in matrix form and
the land uses permitted in each district.

Mike Falk suggested that the City could follow a method of reviewing and
revising the code similar to the committee used to review the Shoreland Code.

Chairperson Wietecki asked how long this may take. Staff estimated that this
may take 6 months. He expressed concern regarding the building placement on
the some sites as they should have several options, including up to the property
line in some cases.

Chairperson Wietecki asked for more policy direction regarding the uses and
dimensions.

Chairperson Wietecki and Commissioner Sandstrom volunteered to serve on the
committee.

6
