<br />7(a) Westwood Village III Zoning Appeal. <br /> <br />Dennis Welsch summarized the appeal based on the staff report dated 12/11/96. <br />Priscilla Gellser, representing Westwood Village III Townhome Association, <br />stated that the townhomes had a unique design and residents preferred the <br />rustic aesthetics of the site. There is a snow removal problem, the berm is used <br />for snow storage. A major problem with the space is that it is too tight for parking <br />and driveways. Residents are encouraged to park at the garage. The <br />association added a catch basin on the east side. The water drains into the <br />north pond. <br /> <br />The required curbing is not visible from County Road C. She said the existing <br />code does not apply to this association because there are no parking lots. <br />Gellser illustrated pictures of the area and stated drainage and aesthetics <br />requirements do not apply to the association. <br /> <br />Gellser noted that new concrete curbs would be ruined by snow plows. Some <br />snow must be removed from the site. Other snow is stored on the berm itself. <br /> <br />Member Rhody asked if parking occurs along the south boundary (no). Perry <br />Heitler, Board Member, stated the parking area along south boundary is limited <br />to 5% of the area. This is an "access-way" to the garages only. There is at least <br />$100,000 worth of landscaping on the berm. <br /> <br />Member Cunningham asked whether heavy snow storm (1991) must be hauled. <br />Ms. Heitler stated they must use a front end loader ($90/hr.) for moving snow to <br />the berm. Cunningham asked if in the spring, what is berm like after snow plow <br />damage? (Not bad damage). <br /> <br />Robert Howe, Association member at Unit 423, stated that landscape damage is <br />repaired by the snow plow contractor; it would be more difficult to repair <br />curbs/gutter. <br /> <br />Chairperson Wietecki closed the comment period. <br /> <br />Chairperson Wietecki stated that the arguments are the same, regardless of type <br />of land use. Cities like Roseville have required high density projects to have <br />pavement and curb/gutter. He said the zoning ordinance is good as it is. It <br />should not be changed. He recommended concurrence with the staff <br />interpretation because this case is not unique. <br /> <br />2 <br />
