<br />Member Cunningham asked if there are any unique design detail differences <br />between Association II and III? (No). <br /> <br />Chairperson Wietecki stated the Planning Commission must judge this on the <br />impact that such a decision might have on other projects. <br /> <br />Member Sandstrom stated that the staff had made the correct interpretation, but <br />"differences" exists between townhome associations and the churches/schools. <br />The City should examine the issues more closely. The issues could be <br />considered a variance on other than a dimensional basis. <br /> <br />Member Rhody stated the Planning Commission shouldn't change the <br />ordinance. There are two hardships for a variance; snow storage and whether <br />the surface is a drive or parking area. The City Attorney must define whether <br />dimensions are the only type of variance that can be requested. <br /> <br />Member Wilke stated he concurs with staffs recommendation. Snow removal <br />will occur whether there is curb or not. <br /> <br />Chairperson Wietecki stated he felt the Planning Commission cannot <br />recommend a variance for differences in snow plowing, density, or parking <br />surface area. <br /> <br />MOTION: Member Wietecki moved, seconded by Member Wilke to concur with <br />staffs recommendation/interpretation that Section 1010.06 in the Design <br />Standards Chapter of the zoning code states that the periphery of parking areas <br />and drives shall be constructed with poured in place concrete curbing. <br /> <br />Ayes: <br />Nayes: <br /> <br />Sandstrom, Cunningham, Wietecki, Rhody, Wilke <br />None <br /> <br />Member Sandstrom reported that H.B. Fuller has designed new parking lots with <br />storm water management in mind. He asked the staff to consider variances for <br />storm water management.
