Chairman Wietecki stated he had no concern with building. The problem is with <br />500 new Rice Street turning movements. Wietecki stated Rice Street cannot <br />absorb more turning movements. <br />Member Wilke asked if there is MN DOT permit and what comments were made. <br /> (No road improvements or median plans are available now, but the County will <br />take over the maintenance and improvement of this road in 2000.) <br />Member Harms stated she is supportive if access to Minnesota is available, <br />situation is out of City control. <br />Member Rhody recommended more traffic study to determine impact on <br />Minnesota and Rice. <br />Chairman Wietecki noted the needs in Pathway Plan include Pedestrian access <br />at Rice and 36. <br />Member Cunningham stated a traffic study will verify the obvious. A Subway <br />shop has most patrons at noon, not rush hours. <br />Paul Nelson, Blimpie’s, opened in Anoka at 50,000 ADT intersection, combined <br />with Bridgeman’s, 80% of business from people within 2 miles and drive-bys. <br />Hours of operation are 10:00 a.m. - 10:00 p.m. 75% of business done by 2:00 <br />p.m. 200 - 400 customers per day. <br />Member Rhody asked if the project would create traffic movements in both <br />directions from Rice and Minnesota (no answer yet). <br />Chairman Wietecki summarized that the problems are intersection traffic, turning <br />movements, and pedestrian sidewalks. <br />Member Cunningham recommended that the developer come back with peak <br />user times from historical records and with agreement with Calibre Ridge. <br />There were no further comments and no action. <br />7(b)Steve Zeece Site Plan: <br />Rick Jopke presented staff’s background on the Zeece site (located at County <br />Road B and Albermarle Court) and the City owned site adjacent to Zeece. <br />The applicant Larry Olm, proposed 30 townhouses to be 1300 square feet in <br />size, priced at $140,000, and to be constructed on crawl spaces. <br />5 <br />
