MOTION:
Chairman Wietecki moved, seconded by Member Wilke affirming the
inclusions in the Comprehensive Plan.
Ayes:Cunningham, Harms, Rhody, Wilke, Wietecki
Nayes:None
7.PRESENTATIONS AND OTHER ACTIONS:
7(a)Gordy Howe Sketch Plan.
Rick Jopke provided a review of Gordy Howe Sketch Plan: a 3-level, 4,500
square foot facility with access from Highway 36 is proposed. There is a private
roadway to the adjacent restaurant and Calibre Ridge Housing area. Jay
Kennedy distributed written comments dated 01/02/97, concerning traffic,
egress, and pedestrian safety.
Chairman Wietecki asked about any plans for redesign of Rice Street.
Jay Kennedy noted Rice Street to be turned back to County in 2000, with
improvement plans in 2007 or later.
Chairman Wietecki expressed concern about traffic stacking problems at the
intersection. This is one of the worst intersections in Roseville.
Member Rhody has found that more vehicles use Minnesota from the Super
America, then turning on to Rice Street. Capital View Drive will be impacted by
back-up on Minnesota.
Jay Kennedy responded that Blimpie’s Sub-Shop will generate more traffic (500
turning movements/day). It may create congestion problems.
Gordy Howe, developer/owner of the lot, and Jim Nelson propose a Blimpie’s
and an office. Calibre Ridge residents have met with Howe and are opposed to
traffic additions. In December, Jim Nelson proposed giving west 75' of lot and
$2,000 for play equipment. Calibre Ridge also seeks use of conference room in
return for access to Capital View Drive. Gordy Howe explained the site and the
architectural drawings.
Member Wilke asked if the building could survive without Blimpie’s. (No.)
Member Cunningham asked for clarification regarding ground level use.
(Storage and conference room.)
4
