Development Director Dennis Welsch to provide a verbal summary of the <br />projectreport dated 3/26/97. Welsch explained the land use request and <br />the history of the project. He explained that the project consisted of <br />80,000 s.f. more than the 1985 original plan and that Ryan had voluntarily <br />requested that the project by reviewed through an Environmental <br />Assessment Worksheet (EAW). Welsch explained that the City Council has <br />received and accepted the EAW including a traffic study from traffic consultant <br />BRW. Welsch summarized the traffic report and noted that the conclusion was <br />that there is capacity in the road system to handle the added 8,200 trips per day. <br />On March 24, 1997 the Council declared that there was no significant <br />environmental impact and adopted a "negative declaration". <br />Steve Schwanke, RLK Consulting Planner representing Ryan, explained the site <br />planning and master plan and reviewed adjacent compatibility of land use. <br />Steve Schwanke stated that the hotels and restaurants are a concern to the <br />neighbors: the traffic issues were reviewed, as were noise and air quality. The <br />largest generator of noise and poor air quality is 35W. <br />Steve Schwanke illustrated visual perspectives of development. Berms and <br />landscape screening along Cleveland Avenue were described. Pathway access <br />connections and sidewalks were illustrated. <br />Dave Carland V.P. CSM, Gary Tusche, Architect and Steve Dubbs, CSM <br />Lodging, explained two hotel proposals: 1) Residence Inn, 2) Fairfield Inn. <br />The Residence Inn attracts mid-career, 80's salary, here for relocation. The <br />Fairfield appeals to younger sales market. There is no other “niche” like this in <br />the St. Paul market. <br />The Fairfield ($65-70/night), fulfills another niche. 71% occupancy @ $56/night. <br /> The hotels around Roseville are booming, the hotels in Roseville are not <br />competing. The Country Suite is 90% occupancy. <br />Gary Tusche explained the hotel site plan. The hotels are heavily landscaped, <br />have two storage pond areas. The Residence Inn was described as a blend <br />between commercial and residential. <br />Chairperson Keith Wietecki ask if the restaurant will meet the theme of the <br />business park on the national franchise theme? <br />John Simpson, 3083 Mt. Ridge, Northwest Roseville Residents Committee, <br />asked if the PUD allows for signage requirements? Chairperson Keith Wietecki <br />explained the standards that can be set. Could ther be no signage of more than <br />one story in height? The location of the hotel/restaurant has not been explored. <br /> Could the access to the site be the south end? Could the hotels be reviewed? <br />2 <br />
