6(b) Planning File 2887: <br />Request for a Conditional Use Permit, by CB <br />Commercial, to allow attachment of cellular telephone antennas to the <br />penthouse roof of Roseville Professional Center, located at 2233 Hamline <br />Avenue. <br />Chairman Wietecki opened the public hearing and requested Community <br />Development Director Dennis Welsch to present a summary of the staff report <br />dated May 14, 1997. Staff recommended approval of the Conditional Use <br />Permit. <br />John Hollenbeck, CB Commercial, presented maps displaying service areas for <br />cell phones. Hollenbeck explained that antennas could be placed on penthouse <br />facia or above penthouse. <br />Chairman Wietecki asked why not place antennas on the city water tower and <br />St. Paul Water Authority sites. John Hollenbeck explained service to the east <br />would be shadowed by the city water tower itself. <br />Member Rhody asked what was the impact of shadowing from the water tower <br />and if two cell sites could be placed on the water tower. He was advised that <br />sites must be placed every .75 to 1.0 miles, within a diameter of two miles. <br />Member Harms asked what made this different from the current cell operations. <br />John Hollenbeck explained digital phone systems. Current cell phones are <br />analog, with up to 7,000 calls in any cell. Digital cellular would increase the <br />capacity six times. <br />Member Cunningham asked if placement of the antennas on the facia would <br />reduce the shadowing problem. John Hollenbeck replied that it would increase <br />the shadowing problem. <br />Member Mulder stated a condition in the Conditional Use Permit should include <br />take-down of the towers after end of use and within 12 months of non-use. <br />There was no further public comment. <br />Chairman Wietecki closed the hearing. <br />Member Harms expressed concerns regarding cleaning and maintenance of the <br />building and site. She asked if the building had been brought into code <br />compliance. <br />Chairman Wietecki noted that new technology may not be reflected in City <br />2 <br />
