Chairman Wietecki expressed Commission’s right to consider the whole <br />property; felt some hardship was present and applicant could expand without making <br />site more non-conforming. <br />Member Rhody stated it was a good addition; that it didn’t impact the noise level; that <br />the applicant, and their architect, were working hard to improve the existing housing <br />stock; that the driveway is an issue; that he supports the variance request. <br />Member Cunningham asked about the elevation of homes on the north side and was <br />advised the south side elevation was lower; that he was in favor of granting the <br />variance request, with the staff recommended conditions. <br />Member Wilke stated the addition was an improvement; discussed possibility of turning <br />driveway around and entering into garage off of Burke. <br />Member Thein discussed separation of issues of addition to house and concerns with <br />drive. Further discussion ensued with expressed concerns about driveway. <br />Motion: <br /> Member Wietecki moved, seconded by Member Wilke, to recommend <br />approval of the Variance, subject to removal of the driveway. <br />The motion passed 5-0. <br />Ayes: Cunningham, Rhody, Wietecki, Thein, Wilke <br />Nays: None <br />Recess was called. <br />7(a)Cornerstone Design Program. <br />Steve Quam presented a Design Event overview and summarized handouts. Paul <br />Madson discussed the principals and concepts identified by the Design Team. <br />Chairman Wietecki stated that an important next step is to determine what changes are <br />necessary to allow proposed changes (such as Code changes) and felt parking next to <br />a residential neighborhood could be a problem. Paul Madson advised the parking issue <br />had been expressed. Chairman Wietecki stated a buffer design is important. <br />Chairman Wietecki indicated that Hamline/Co. Rd. B could be connected to other uses <br />as there appeared to be enough critical mass, whereas other intersections were more <br />isolated. Steve Quam indicated that increased critical mass was part of the designs. <br />Chairman Wietecki asked for discussion of the issues. <br />Sylvester Bende (behind Keller Building)l: Like the 30' setback; noise from parking lot <br />an issue; high traffic increase by the Library; money was not well spent on this Study. <br />4 <br />
