Everest Development, Ltd., a request for a
Comprehensive Plan Amendment t change the designation of seven
parcels along Hamline Avenue (between the Ramsey County Library and
Brown-Wilbert Vault Company) from Medum Density Residential to Limited
Business.
Chairperson Wietecki opened the hearing and requested Community
Development Director Dennis Welsch to summarize the written report of January
14,1998.
Tim Nelson, Everest, stated the Everest parcel has outlived its usefulness. He
noted that this proposal would not jeopardize the value of easterly housing. The
office would be a transitional use between retail and residential.
Nelson noted the past studies (late 1980s) and reports by Howard Dahlgren
recommended office uses. In the early 1990's, the library condemnation stalled
further study. According to Nelson, consultants Public Finance System; Fred
Hoisington; and Everest appraisers felt the site was best used for commercial
property. He listed factors supporting this condition:
1) within sphere of influence of Rosedale/Har Mar;
2) gateway to Har Mar and Target and office users;
??
3) considered Downtown Roseville;
4) traffic on Hamline is over 10,000 HDT;
5) County Road B is over 10,000 HDT;
6) Wilbert Vault site has not been redesignated
7) the Library is a heavy commercial traffic use.
Mr. Nelson distributed a list of 50 commercial properties adjacent to residential
uses. (Dated 1/12/98)
Mr. Nelson stated the library expansion derailed development of these parcels.
10
