If approved, Wilbert-Brown would relocate eventually. The <br />home owned by Wilbert-Brown has had gang graffitti; the adjoining house has <br />had problems and is in shambles. <br />George Ludke, Everest attorney, stated he expected the staff report to be <br />unbiased. According to Ludke, Dennis Welsch was not even-handed in the <br />report. He explained the past process with condemnation of Library site. The <br />process in 1993/94 was described. <br />Dick Willis, 2253 Dellwood, stated the Everest rental property has been a <br />problem; agrees with Chris Brown and Leon Leopold statements. The site could <br />be developed with medium density housing. <br />Julie Baumeister, 2246 Dellwood, asked that the Planning Commission to hear <br />the reasons in support of a residential neighborhood in the area. <br />Shirley Gunderson, 2197 Dellwood, is concerned about noise from air <br />conditioning of the library and the condition of the existing Everest homes. By <br />rezoning, the City rewards the developer. <br />Tammi Skinner, 2241 Dellwood, liked the neighborhood and opposes change to <br />residential character of community. <br />Chairperson Wietecki stated that change is inevitable; the site is currently <br />designated for 32 units of housing. He summarized the issues. A PUD can <br />mitigate impacts,but cannot reduce impact on residential neighborhood <br />residential value. Hamline Avenue is a good location for the transition. <br />There were no further public comments.
