Hamline Avenue as Medium Density Residential and the interior parcel as <br />Low Density Residential. <br />? <br />2.The text of the Citys Comprehensive Plan specifically address this <br />? <br />parcel (Site #13-3). In 1994, the Councils decision was to change the <br />land use designation of this site from Low Density Residential to Medium <br />Density Residential, with site design to be reviewed through a planned <br />? <br />unit development approach. The Councils decision also specifically <br />stated that the Medium Density Residential designation does not include <br />land east of the lots which front on Hamline Avenue. <br />? <br />3.The applicant has not demonstrated that any factors affecting the Citys <br />decision on these properties have changed. In addition, while the <br />Comprehensive Plan is updated annually, the City has not seen any <br />changes in area conditions which would result in the land use designation <br />of this property being revisited. <br />4.The proposed comprehensive plan amendment is not in harmony with the <br />? <br />general purpose and intent of the Citys Comprehensive Plan, as <br />adopted in 1994 and amended annually thereafter. <br />5.The proposed comprehensive plan amendment to change the land use <br />designation of the subject property (seven parcels) from Medium Density <br />Residential to Limited Business will adversely affect the public health, <br />safety, or general welfare. The de facto rezoning of the parcel to B1, in <br />accordance with consistency requirements of State Statutes, would <br />adversely impact the adjacent residential uses. In addition, the traffic <br />generated by a limited business use on this site would require Hamline to <br />be upgraded in order to accommodate the additional traffic. <br />Member Rhody stated his concern about bias and change in the comprehensive <br />plan. The applicants did not offer good reasons to change. Hamline Avenue is a <br />good place to make a transition into the neighborhood. <br />Member Mulder expressed concern that the Library is not a commercial use but <br />a place where the community comes together. The medium density site would <br />allow green space. <br />Member Harms stated the Library is a community center even though it does <br />impact the neighbors wth air conditioning, noise and traffic. <br />Member Cunningham noted that there was ample land use experience similar to <br />Everest request in the past. The neighborhodd would be impacted. <br />Member Wilke supported the motion, although he was concerned that the <br />13 <br />
