neighbors have not commented on the 32 units of housing that could go on this <br />site based on the current comprehensive plan. <br />Ayes: Wietecki, Harms, Cunningham, Thein, Mulder, Rhody,Wilke <br />Nays: None <br />Motion carried 7-0. <br />Member Thein recommended positive change and invited Mr. Nelson to return <br />with another proposal. <br />6c.Planning File 2963: Bradley Real Estate, Inc., a request for approval of a <br />concept development plan and a preliminary plat for a planned unit <br />development (upgrade of Roseville Center, former Fina Petroleum parcel, <br />and former Margolis Nursery parcel). <br />Chairperson Keith Wietecki opened the hearing and requested Dennis Welsch <br />summarize the written report of January 14, 1998. <br />Dennis Welsch described the concept for the PUD including improved <br />streetscape, circulation and redevelopment of the Roseville Center while adding <br />two additional buildings, a Taco Bell or another restaurant on one lot, and a <br />second use on the Margolis Garden Center. <br />? <br />Tim Prinsen reviewed the architectures drawings and noted the colors will <br />match. <br />Member Cunningham asked for details on hours of operation for Taco Bell (9:00 <br />a.m. to 2:00 a.m.) based on demand. <br />Member Harms stated that late night traffic will be light. <br />Barb Schneider, Taco Bell, explained that the drive-through will be open until <br />2:00 a.m. to accommodate third shift workers. <br />There were no public comments; therefore Chairperson Wietecki closed the <br />hearing. <br />Motion: <br /> Member Wietecki moved, Member Mulder seconded, to recommend <br />approval as follows with additional recommendation (#13) by Member Wietecki: <br />1.The Comprehensive Plan designates the Roseville Center parcel and the <br />parcel previously occupied by Fina Petroleum as Shopping Center. The <br />parcel previously occupied by Margolis Nursery is designated at Limited <br />Business. It is the policy of the City to address the redevelopment of <br />parcels through the use of the planned unit development process, in order <br />14 <br />
