10.The site is currently serviced by water from the City of St. Paul; however,
there is an outstanding deferred assessment in the amount of $37,259.39
for City Project W77-14. Current City policy would require the Center to
be connected to the City water line in Lexington Avenue in conjunction
with site improvements and payment of the deferred assessment.
11.On the east side of the property, the Lexington Avenue right-of-way is
16.5 feet narrower on the northern portion of the property (Roseville
Center) than on the southern portion of the property (former Fina parcel).
Lexington Avenue is a County roadway and the Ramsey County Master
Street Plan states that a 100 foot-wide right-of-way should be provided in
this location. In order to accomodate the implementation of Ramsey
?
Countys plan, City policy would require the dedication of an additional
16.5 feet of right-of-way along the western edge of the northern portion of
the property. The existing parking lot in this area is located approximately
8.5 feet from the edge of the right-of-way and the parking lot in this area
as shown on the concept site development plan is located approximately
14.5 feet from the edge of the existing right-of-way. Because of existing
site conditions and the need for the off-street parking in this area, a
reduction in the amount of additional right-of-way required should be
given consideration.
12.City policy requires the placement of sidewalk adjacent to public rights-of-
way in conjunction with development or redevelopment of commercial
properties. Because of the proposed Larpentuer Avenue reconstruction,
the specific requirements for this development have not been finalized.
13.Recommend to the City Council a policy change to allow the water
assessment and 16.5' dedicated easement for County road expansion
and sidewalk to be deferred.
Member Rhody asked for details on $37,000 water assessment.
Ayes: Wietecki, Harms, Cunningham, Thein, Mulder, Rhody, Wilke
Nays: None
Motion carried 7-0.
6f.Affirmation of 1997 Comprehensive Plan Amendments
Chairperson Wietecki opened the hearing and requested Community
Development Director Dennis Welsch to review the 1997 amendments.
Dennis Welsch listed the changes (as follows) in the Comprehensive Plan from
1997 with the purpose of adding this new information to the Comprehensive
17
