Member Harms stated this neighborhood is made up of large lots; this proposal <br />is not consistent with the neighborhood. <br />Chairperson Wietecki and Member Harms recommended against flag lots. Look <br />to the propery to the southeast for access. Propose a three-lot subdivision with <br />a cul-de-sac. A general discussion of private roads ensued. <br />7a.I-35W Corridor Coalition Report (Carol Swenson, University of Minnesota, <br />Design Center) <br />Bill Morrish and Carol Swenson discussed the interjurisdictional coalition <br />planning definition and benefits. There has been growth outward and change <br />inward. How does Roseville link up to it partners? How do County roads link <br />and yet reduce the pass-through traffic? Look at socio and economic <br />demographics and how to do multi-jurisdictional comprehensive planning <br />together. What can the coalition do with County roads renamed as “streets and <br />places”; instead of Lexington Avenue - could it be Roseville’s Lexington Parkway <br />with adjoining Cornerstones? <br />The seven cities might be able to frame the comprehensive planning at the <br />subregional level - there may be problems that can be solved jointly rather than <br />individually. Subregional strategies such as housing affects us all. <br />Redevelopment is an important development for each and all communities and <br />keep jobs, housing and people in the corridor. The cities will look at the <br />infrastructure and bundled re-investment. What does welfare-to-work mean in <br />the design of industrial areas? How can industrial areas add open space? Can <br />industrial areas be multi-use? <br />In March the seven City Commission representatives will meet jointly to develop <br />a planning frame work. <br />8a.Discussion of Home Occupation Regulations. <br /> Deferred. <br />8b.Discussion of Religious Institutions in Business Districts. <br />Received and concurred with the staff report stating churches in shopping center <br />have been accepted, but churches in commercial sites is not a permitted use. <br />8c.Receive annual report - Ramsey County Household Hazardous Waste <br />Program <br />Placed on Consent. <br />16 <br />
