6.PUBLIC HEARINGS <br />6a.Planning File 2985. Ramsey County, a request for an interim use permit to <br />allow concrete crushing activities at the Ramsey County Public Works yard <br />(Larpenteur Avenue and Kent Street) in conjunction with the reconstruction <br />of Larpenteur Avenue. <br />Chairperson Wietecki opened the hearing and requested City Planner Kim Lee <br />to provide a summary of the staff report dated February 11, 1998. The proposal <br />(an interim use) is to crush concrete from Larpenteur Avenue for 1998, 1999, <br />2000. In 1998 and 1999 crushing will be done April 1 through May 15. Batch <br />mixing of materials will be done on the site at two separate times (5 days each) <br />for three years. <br />Kim Lee illustrated the site plan and notification periods. The site is used for two <br />other interim uses: 1) seasonal household waste collection, and 2) a tub grinder <br />for tree stumps; this is also the possible site of a transitional housing project. <br />Kim Lee explained the crushing and concrete batch mixing operation. <br />Ramsey County presented noise level data from four sites around the site. <br />Decibels will be 57 to 64 db. The tub grinder was 60 to 71db in a January 28th <br />test. <br />The request is for an interim use permit. Kim Lee explained the process and the <br />impacts that must be determined. Erosion and noises also to be addressed <br />through additional planting, seeding of erosion areas and limited hours of <br />operation. <br />The staff recommended approval of the interim use permit to allow concrete <br />crushing and concrete mixing activities with the following interim use conditions: <br />1.Only materials from the Larpenteur Avenue reconstruction project may be <br />crushed and batch mixed at this location. No other construction projects <br />will be allowed to “piggyback” on this activity. <br />2.Stockpiles of concrete to be crushed and/or crushed concrete will not <br />exceed 20 feet in height and will remain on the site for a period not to <br />exceed one year. The site will be gated and locked when not in <br />operation. <br />3.Concrete crushing activities will be limited to a maximum of 15 days <br />between April 1 and May 15 in 1998, a maximum of 15 days between <br />January 1 and May 15 in 1998, and a maximum of 10 days during the <br />2 <br />
