construction season in 2000. Hours of crushing activities will be limited to <br />8:00 a.m. to 5:00 p.m., Monday through Friday. <br />4.Concrete batch mixing activities will be limited to a maximum of two <br />separate occasions per construction season, for up to five working days <br />per occasion. Hours of concrete batch mixing and hauling activities will <br />be limited to 7:00 a.m. to 10:00 p.m., Monday through Friday. <br />5.The County will notify effected residents in writing at least five days prior <br />to the commencement of concrete crushing or concrete batching <br />activities. The original list of residents to be notified will be provided the <br />Community Development Director, with the understanding that other <br />residents will be placed on the notification list by requesting such action <br />of the County. <br />6.The County will provide the City with a letter from the Minnesota Pollution <br />Control Agency stating that the noise levels of the crushing and batch <br />mixing machinery, carrying belts, loading equipment, and hauling <br />equipment (when all are in operation) do not exceed MPCA noise <br />standards or are exempt from such standards. <br />7.The County will submit a proposed landscape plan, berm grading and <br />seeding plan, circulation plan, and erosion control plan to the Community <br />Development Director for review and approval prior to issuance of the <br />Interim Use Permit. The landscape plan will include the installation of a <br />vegetative screen along north berm area of the site. The vegetative <br />screen will be include no fewer than 40 evergreen trees, not less than 6 <br />feet in height planted eight feet on center All plantings, grading, seeding, <br />and erosion control improvements will be completed by July 1, 1998 . <br />8.Neither concrete crushing nor concrete batch mixing activities will be <br />undertaken at the same time as tree and stump grinding activities on the <br />site. <br />9.No work may begin on the site until an Interim Use Permit is issued by the <br />Community Development Director. The interim use permit will be <br />reviewed annually in October, with the County being notified of the status <br />of such review by January 1 of the following year. In conjunction with the <br />review process, the County will provide the Community Development <br />Director with sound level measurements and dust counts from specific <br />sites and during specific times as designated by the Community <br />Development Director. <br />3 <br />
