Chris Hughes urged the Commission to vote against proposal because of <br />increase in noise, increase in traffic, incompatability with neighborhood. <br />Brad Thyse, 2558 Aldine St.,asked that the Commission consider the residents’ <br />interests - not interests of business only. <br />Al Sands, 2612 Aldine St., stated he was opposed: 1) zoning wrong, 2) traffic on <br />Oakcrest increased 20%, 3) storage pond should not be next to a park. <br />There being no further comments, Chair Harms closed the hearing. <br />Member Rhody advised he would vote in favor of this proposal. He would prefer <br />to see the site developed all at once, but believes this fits well against Snelling <br />Avenue site. The Dominium proposal would require TIF and a write-down of the <br />land value. <br />Chair Harms advised she would vote in favor of the proposal. She would like to <br />see the applicant work with the staff to review hours of operation - particulary on <br />Sunday; would like signage issue resolved and available for Council review; the <br />exterior materials should be worked out with the staff; the trash enclosure issue <br />should be addressed by the staff for compatability with Code. <br />Member Wilke advised he would support the application and asked City staff to <br />make a recommendation on fencing of the holding pond area. <br />Chair Harms read a letter from Kimberly McCoy, 2570 Aldine Street, opposing <br />the proposal and asked that it be incorporated into the record. <br />Motion: <br /> Member Rhody moved, Member Wilke seconded, to recommend <br />approval of the request for a conditional use permit to allow the establishment of <br />a retail auto accessory sales and service facility at 2651 Snelling Avenue, based <br />on the findings outlined in Section 5.1 and the conditions outlined in Section 6.1 <br />of the June 10, 1998 staff report and well as additional conditions as outlined by <br />the Planning Commission as follows: <br />Findings: <br />1.The proposed auto accessory and service facility will have an impact on <br />traffic in the area. Turning movements on to and off of Snelling Avenue <br />will increase by nearly 250 movements per day. MnDot has indicated that <br />it may close the median turn lane in the future, but the presence of <br />National Tire and Battery in this location in and of itself will not cause the <br />turning lane to be closed. Capacity exists on Oakcrest for the estimated <br />additional 150 vehicle trips per day. A cross parking easement should be <br />4 <br />
