recorded allowing the Knight of Columbus overflow bingo parking to use <br />the vacant spaces in the Tires Warehouse lot. <br />2.The proposed auto accessory and service facility will not have an impact <br />on parks and other public facilities, provided the facility is adequately <br />screened from Rosebrook Park. The storm water pond area meets <br />environmental standards. <br />3.The proposed auto accessory and service facility will be compatible with <br />contiguous properties, if City standards are met during operation. The <br />building, with the overhead doors shut, meets the requirements for noise <br />and safety. The closed overhead doors during operations should be a <br />condition of approval. Vehicles and tow trucks will not be left outside <br />overnight on the site - there is no overnight "attractive nuisance" or <br />personal safety hazards. <br />4.The proposed auto accessory and service facility will not have an adverse <br />impact on the market value of contiguous properties. <br />5.The proposed auto accessory and service facility will not have an adverse <br />impact on the general public health, safety and welfare. <br />6.The proposed auto accessory and service facility is consistent with the <br />City of Roseville’s Comprehensive Plan and Title 10 of the City Code <br />(Zoning). The retail aspect of the business is allowed as a permitted use <br />in an B-2 zoning district, while the auto accessory service and installation <br />use is allowed as a conditional use permit. <br />7.The proposed auto accessory and service facility does not meet the City’s <br />design standards. The exterior materials need to be upgraded to meet <br />commonly used retail store materials (brick and color impregnated trim <br />block). The landscape plan has been upgraded to screen parking from the <br />front and rear and correct shade tree choices and locations. The conifers <br />along the east property line must be preserved if possible. Sidewalks <br />need to be extended across the east frontage from the bike path. Signage <br />details, especially free standing pylon signs are not available. If a pylon <br />sign, is used it must adhere to the materials palette of the building. A <br />pylon sign must be setback 30 feet from the east property line. Lighting <br />needs to be specified and be downcast. Air conditioning must be <br />available to the entire building in order to allow the overhead doors to <br />remain closed in the summer. HVAC on the roof must be screened with a <br />5 foot wall (as proposed). The trash enclosure must be attached to the <br />building (Section 1010.11 of the Code). <br />Conditions: <br />5 <br />
