Chair Harms opened the hearing and requested Kim Lee to present a summary <br />of the North Heights Lutheran Church request to extend their Interim Use Permit <br />of May 1995 for a temporary building for an additional three years. <br />Staff recommended approval of the request for a three-year extension of an <br />Interim Use Permit to allow the continued use of one 24' x 70' temporary building <br />for office space at 2701 Rice Street North, with two conditions. <br />Craig Klausing asked if there was a possibility of less than three years (No). <br />There being no further comments, Chair Harms closed the hearing. <br />Motion: <br /> Member Cunningham moved, Member Rhody seconded, to recommend <br />approval of a three year extension of an interim use permit to allow the <br />continued use of a 24' x 70' temporary building for office space at 2701 Rice <br />Street North, based on the findings and with two conditions: <br />1.The general location and appearance of the temporary building cannot be <br />changed. If the building is replaced, the appearance of any new building <br />must be compatible with the permanent structures on the property. A <br />second temporary building would not be allowed on the site without an <br />amendment to this interim use permit. <br />2.The interim use permit shall be for a period for three years and shall <br />expire on August 30, 2001. <br />Ayes: 7- Harms, Cunningham, Klausing, Mulder,Olson, Rhody, Wilke <br />Nays: None <br />Motion carried 7-0. <br />6b.Planning File 3021. Michael Heffernan request for a variance to allow a <br />second detached garage at 2042-2044 Dale Street North. <br />Chair Harms opened the hearing and requested Kim Lee to provide a review of <br />the request for a second detached garage on the site, with a coverage of 76.5%. <br />Mr. Heffernan would be allowed 574 square feet based on his lot size. The <br />second garage would be used for the duplex housing. <br />Staff found that the variance was not in harmony with the Comprehensive Plan, <br />but the presence of the duplex creates a practical difficulty. <br />Kim Lee illustrated a site plan with pictures. Two neighborhood letters were <br />distributed recommending denial. Staff recommended denial of the variance, but <br />suggested a 12' x 22' addition to the existing garage may be more appropriate. <br />2 <br />
