Heffernan placed the pad for the proposed structure exceeding
the Building Code requirements.
Member Cunningham asked if the existing garage could be extended (No).
Member Wilke asked if erosion can be controlled on the site (Yes).
Member Rhody asked if the renter was parking outside (yes, 2 cars). Storage is
done within the garage while all cars set outside.
Member Klausing asked about the size of the two structures.
Richard Morgan, 2524 Mapleton, asked if vehicles should be stored inside.
There being no further questions, Chair Harms closed the hearing.
Member Rhody asked what the hardship for this variance might be. He found
the variance hardship is the two-family dwelling. He would grant the variance as
requested.
Member Olson stated the design of the house precludes an attached garage, yet
there needs to be parking space for the duplex.
Member Wilke agreed with the hardship reasoning.
Member Mulder suggested a hardship for the cars (two per dwelling). The
proposed garage is as large as the house and thus may not meet the design of
the neighborhood.
Chair Harms stated she would not support this variance.
Motion:
Member Rhody moved, Member Wilke seconded to approve the request
for a variance to allow the construction of a second accessory building
and a variance to increase the lot coverage to 76.5% of the required rear yard
for the purpose of contructing a 28' x 36' detached garage at 1042-2044 Dale
Street North.
Ayes: 4, Cunningham, Olson, Wilke, Rhody
Nays: 3, Mulder, Harms, Klausing
Motion carries 4-3.
Dorothy Ohnsorg, Maple Lane, asked for clarification regarding a proposal for a rental
apartment along Old Highway Eight.
