City of Roseville is proposing text amendments to Section <br />1013.02C of the City Code (Minor Variances) and Section 1012.02 of the City <br />Code (Required Yards and Open Space). <br />ChairRhody opened the public hearing and requested Dennis Welsch present a <br />summary of the staff report and draft ordinance dated September 8, 1998. <br />MemberMulder stated this permit process would help eliminate some problems. He <br />recommended retaining the 70% pervious surface. Member Mulder asked for <br />details regarding the appeal and due process. <br />Member Olson stated the minimum setback should be larger if the accessory <br />building setback is expanded. <br />There was no public comment; the hearing was closed by Chair Rhody. <br />Motion: <br /> Member Mulder moved, Member Klausing seconded, to table Planning <br />File 3047 to the Planning Commission’s regular meeting of October 14, 1998, to <br />allow staff to prepare further details regarding impervious surfaces and correcting <br />the appeal process. <br />Motion carried 6 – 0. <br />Ayes:Rhody, Olson, Wilke, Cunningham, Klausing,Mulder <br />Nays: None <br />7.Presentations and Other Actions <br />7a.Group Homes Discussion <br />General discussion ensued regarding siting of group homes and State policy <br />regarding distributing Group Homes through the City. <br />MemberWilke asked if there is a permit or hearing by the State? (Permit by <br />County). <br />Member Olson asked how a group home is treated in Zoning Code (It is a permitted <br />use by State Statute). <br />MemberMulder asked that staff write to State Representatives McGuire and <br />8 <br />
