Cleveland <br /> Ave. (Proposed by Charles Cabinets). <br />(2) Hearing: Amendment to Comprehensive Plan from “LDR” to “B”, and <br />Planned Unit Development Rezoning: <br />Existing Site and Adjacent Residential Parcel: <br />3090 N. Cleveland Ave. <br />(Proposed by City of Roseville Planning Commission). <br />(3) Hearing: Amendment to Comprehensive Plan from Low Density <br />Residential to Business, all lots facing Cleveland from <br />County Road D south to 3060 N. Cleveland Ave. <br />(Proposed by City of Roseville Planning Commission). <br />Chair Harms opened the public hearings and requested Dennis Welsch to <br />present the background and summary of the staff report dated October <br />14,1998. Welsch explained the three alternatives to be discussed during <br />the hearing: 1) Charles Cabinet (Schreier) parcel only; 2) both Schreier <br />parcels; and 3) Comprehensive Plan only along Cleveland Avenue North <br />from County Road D south to 3060 Cleveland Avenue North. Graphics of <br />the three alternatives were presented. The property is zoned R-1 and the <br />Comprehensive Plan designation is LDR. The request is being made by <br />Charles Cabinet to allow the expansion of a non-conforming business on <br />the southern Schreier parcel. Dennis Welsch provided an overview of the <br />request, the process to date, and the three alternative actions. Site <br />specific and long range issues were also reviewed. Staff recommended <br />approving alternative #2, the Comprehensive Plan amendment for both <br />Schreier parcels (LDR-B) and concept plan approval for both Schreier <br />parcels (PUD). The staff also recommended establishing a task force to <br />look at long range issues related to alternative #3. <br />Chair Harms explained the comprehensive planning process and <br />designations. The task force approach to the Comprehensive Plan is <br />appealing to the Chair. <br />Chair Harms noted that a Comprehensive Plan change would be <br />necessary for the Charles Cabinet site in order to deal with the PUD on <br />the Charles Cabinet site. <br />MemberRhody asked how the surface water flows off the site (back-to- <br />front, east-to-west). <br />Chair Harms asked for parking needs clarification.
