Chair Katie Harms re-entered the meeting. <br />1 <br />2 <br />6b.Planning File 3086. <br /> Thomas and Kathleen Diffley and WF Bauer Homes are <br />3 <br />requesting a variance to increase the impervious surface coverage of a parcel, located at <br />4 <br />1230BelairCt., within a shoreland management district to 35% for the purpose of <br />5 <br />regrading the site and constructing a single family residence on an undeveloped parcel. <br />6 <br />7 <br />Chair Katie Harms opened the hearing and requested City Planner Kim Lee to provide a <br />8 <br />verbal summary of her staff report dated December 9, 1998. Ms. Lee reviewed the history <br />9 <br />of the site and the home selected by the applicant. <br />10 <br />11 <br />Chair Harms asked if the lot was pre-existing non-conforming (yes), but the coverage issue <br />12 <br />is not pre-existing. <br />13 <br />14 <br />There were no comments or questions from the public. <br />15 <br />16 <br />Motion: <br /> Member Rhody moved, seconded by Member Mulder, to recommend City <br />17 <br />Council approval of the request for a variance, by Thomas and Kathleen Diffley/WF <br />18 <br />Bauer Homes, to increase the impervious surface coverage of a parcel (1230 Belair Circle) <br />19 <br />in a shoreland management district to 35% for the purpose of regrading the site and <br />20 <br />constructing a single family residence on an undeveloped parcel. <br />21 <br />22 <br />Ayes: 6 <br />23 <br />Nays: 0 <br />24 <br />Motion carried 6-0. <br />25 <br />26 <br />Chair Harms moved Items 6c and 6d to the end of the Agenda, after Section 7 discussion <br />27 <br />items. <br />28 <br />29 <br />7. <br />PresentationsAnd Other Actions: <br />30 <br />31 <br />7b. Planning File 3088. <br />Sketch Plan for Proposed Townhomes located at 185 <br />32 <br />McCarrons Street, by Ms Rae Reidemann. <br />33 <br />34 <br />DennisWelsch provided a background report in which he described the sketch plan <br />35 <br />request. <br />36 <br />37 <br />Chair Harms asked if this may be premature. <br />38 <br />39 <br />Ms.Reidemann (owner) stated that other lots have been redeveloped similarly. The <br />40 <br />current home has structural problems; the roof and floors need work; ceilings are cracking. <br />41 <br />She proposes a quad home with 1691 square feet per unit, two levels with garage on first <br />42 <br />level. She said the existing house is 83 years old. <br />43 <br />44 <br />MemberWilke asked how each unit would be given access. Ms. Reidemann suggested 4 <br />45 <br />garages on one side with 8 parking spaces. He asked if variances may be necessary (not <br />46 <br />known at this time). <br />47 <br />48 <br />Chair Harms stated the project was premature and too dense. A duplex may be possible. <br />49 <br />The Shady Beach comparison is not a similar situation. <br />50 <br />51 <br />Member Cunningham asked how many units and whether the existing house should be <br />52 <br />retained. <br />53 <br />54 <br />Ms.Reidemann stated a 4-plex would be low density and much nicer than current house. <br />55 <br />The interior court yard could be covered. <br />56 <br />Page9 of 12 <br />
