<br />Craig Christensen, 2485 Wheeler North, stated the fence one foot from the right-of-way could create snow storage <br />problems. How will the transit corridor along Snelling be protected. Could the applicant add more display along the <br />southwest? The fences are ok, but should be painted. If the Oakcrest at Fairview intersection is approved, MnDot <br />will consider closing the Snelling median. The winter "non-use" period has little impact. <br /> <br />George Lindgren, 1728 Oakcrest Avenue, asked about deliveries; deliveries should use Snelling, and only during <br />the workday. Traffic is a concern; with 250-500 trips, nothing has been planned for the redevelopment on the <br />properties north of Oakcrest. The heavy traffic creates turning movement and entry delays. <br /> <br />Chair Rhody closed the hearing. <br /> <br />Motion: Member Klausing moved, seconded by Member Wilke, to recommend approval of the Lyndale Garden <br />Center and Capital City Investments LLP request for a conditional use permit to allow construction of an outdoor <br />display/sales/and storage area of 14,000 s.t.; 225 lineal feet of display trellis and approval of a two foot height <br />variance for a security and safety fence with the fence setback of one foot from all right-of-way lines, based on the <br />findings in Section 3 and with the conditions listed in Section 4 of the Request for Planning Commission Action <br />dated February 10, 1999, and that product display be allowed up to the fence line. <br /> <br />Member Cunningham asked for dimensions of the Snelling Frontage Road. Deb Bloom estimated the width to be <br />20 to 24 feet in width, and needs storage behind the curb. <br /> <br />Member Klausing said he was concerned about traffic but that there was no control over the traffic. The snow piles <br />are the responsibility of the owner. He said the unique display of plants would not set a precedent. <br /> <br />Chair Rhody said the project is an improvement to Snelling Avenue and he will support it. <br /> <br />Member Wilke asked that the light rail corridor be explored. He will support the proposal. <br /> <br />Member Cunningham stated that Lyndale Garden Centers has historical traffic records for the most comparable <br />garden center(New Hope). <br /> <br />Motion carried 6-0. <br /> <br />Ayes: Mulder, Olson, Cunningham, Rhody, Klausing, Wilke <br /> <br />Nays: None <br /> <br />6b. Roseville Chrysler Auto Body Shop, request for a conditional use permit to store <br />inoperable vehicles awaiting repair within an enclosed structure on property located at 2945 Partridge Road. <br />(Section 1007 .03D1 b) <br /> <br />(Applicant has requested continuance to Planning Commission meeting of March 10, 1999) <br /> <br />Motion: Chair Rhody moved, seconded by Member Cunningham, to recommend that the application for a <br />conditional use permit, by Roseville Chrysler Auto Body Shop, to store inoperable vehicles awaiting repair within an <br />enclosed structure on property located at 2945 Partridge road, be continued to a date certain, that being March 10, <br />1999, and that the City shall re-advertise the new hearing date and re-send the appropriate notice to affected <br />property owners, and further, that the Council approve a 60-day extension of the 60-day review period. <br /> <br />Motion carried 6-0. <br /> <br />Ayes: Mulder, Olson, Cunningham, Rhody, Klausing, Wilke <br /> <br />Nays: None <br /> <br />6c.
