<br />North. <br /> <br />Chair Rhody opened the hearing and requested Dennis Welsch to present an overview of his February 10, 1999, <br />written report. <br /> <br />Tom Duoss, Chad Rhus, and others representing Lyndale Garden Center were introduced. <br /> <br />Mr. Duoss explained the area from the parking lot to the east would be used as a crushed gravel display area. He <br />noted that no fertilizer is used on the site, plants are only watered. <br /> <br />Mr. Duoss noted that by comparison, the New Hope Lyndale Garden Center records show 128 transactions (250 <br />trips/day) would be anticipated on the site in Roseville. <br /> <br />Mr. Duoss stated the outdoor sales area would be used for six months per year. The front east area, from store to <br />street, must look good to attract the customers. The plants are the advertising signs. He described the placement <br />of the decorative wrought iron fencing. He asked that the display merchandise be allowed up to the right-of-way <br />line. <br /> <br />Mr. Duoss said deliveries in April, May and June will include eight delivery trucks per week. The time of delivery will <br />be early morning and late afternoon/evening. <br /> <br />Chair Rhody asked that Mr. Duoss describe why Roseville was considered for a garden center. <br /> <br />Chair Rhody asked the applicant to describe the hardship for a two-foot fence height variance. Mr. Duoss noted <br />that security and safety of the display area especially reducing attempts to climb the fence. <br /> <br />Chair Rhody asked for setback descriptions and the line-of-sight at the corner of Oakcrest and frontage. A <br />discussion ensued regarding line-of-sight. <br /> <br />Member Wilke asked how Lyndale Garden Center would react to the median being closed. Mr. Duoss suggested <br />yellow flasher signs or other safety measures. Lyndale will abide by the MnDot decision. <br /> <br />Member Klausing asked for clarifications of the fence setbacks and display setbacks. <br /> <br />Member Mulder asked for clarification on right-of-way/property line description. <br /> <br />Mr. Duoss asked for plant material display to the curb line and line-of-sight through the fence at the corner. <br /> <br />Mr. Duoss noted that the material in the front would be low, flowering plants that will not obscure the view. <br /> <br />Member Cunningham asked about winter display on the site. Mr. Duoss described Halloween and Christmas sales <br />events. <br /> <br />Member Klausing stated he had no problem with height, fence location, and display, but was concerned with <br />setback from fence to display area. <br /> <br />Joe Fogarty, Edina Realty, described the code allows for discretion regarding setbacks from the property line. <br /> <br />Chair Rhody asked for public questions and comments. <br /> <br />Dick Bates, 2616 Fairview Avenue, asked about traffic flow around the east and south side of the building (no <br />vehicle traffic). Mr. Bates asked if fertilizer would be used on the site with display materials (no). <br /> <br />Mr. Duoss noted that they held an open house for neighbors. <br /> <br />Lynn Kapaun, 2565 Wheeler, asked about the traffic on the site. There is a que on Oakcrest at Snelling. How will <br />the customers and residents get out on to Snelling especially to turn left? How many times has the Commission <br />been to the site? <br /> <br />Dick Bates asked when Phase 2 would begin (no later than 36 months). Can the City attach some traffic verification <br />process for improving the Oakcrest and Fairview intersection based on additional traffic. <br />
