<br />Commission to examine the issue of traffic in and around Har Mar. He asked for an environmental impact statement. <br /> <br />John Ridge stated that he felt the drainage (moving south) issues have not been adequately addressed. He requested <br />that a drainage plan be completed before the project is approved. Deb Bloom stated the City will look at the drainage <br />ponds to determine adequate size, no increase in impervious surface. The easements only relate to the pipes in the <br />ground; the ponds are a separate issue. A mailing to interested residents with technical information would help. Could the <br />issue be reconsidered after the study is done? He agrees with Mr. Weber regarding traffic and a need for an <br />environmental study. <br /> <br />Joan Porwoll, 1353 Shryer, expressed concern about traffic congestion, water issues, lighting, re-grading, and ponding. <br /> <br />Ward Schwie, 1383 West Ryan, asked why this project is not brought up to the current city code requirements? <br />Screening? Water Problem? Acting Chair Rhody noted the changes are east and south of the building. <br /> <br />Janice Brokenly, 1454 Skillman, asked if the pipe moved will take away green space. Will other utilities be moved? (None <br />that the City is aware of) <br /> <br />Acting Chair Rhody closed the hearing. <br /> <br />Member Cunningham asked for details regarding the 40 feet of green space along the east and south side. Thomas <br />Paschke noted that the buffer area may be improved in this area based on the final site plan for the store. <br /> <br />Member Cunningham asked for details on storm water run-off and ponding size and what could be included in the <br />recommendation to the City Council. Does the entire parking lot need to be re-graded to the low areas. <br /> <br />Member Olson asked for clarification of business curfew hours. (See Section 403 to 405 of the City Code.) <br /> <br />Motion: Member Wilke moved, seconded by Member Klausing, to recommend approval of the request for vacation of <br />certain utility and drainage easements located on the southeast side of the former Homeplace facility and acceptance of a <br />replacement utility easement, based on the findings in Section 3.1 of the Request for Planning Commission Action dated <br />March 10, 1999. <br /> <br />Acting Chair Rhody asked that the Commission send a recommendation to curtail hours of truck delivery; and that the Har <br />Mar Mall not be allowed to exit to existing east, west, south side residential streets. <br /> <br />Member Klausing explained reasons for supporting the issue. <br /> <br />Member Cunningham explained his concerns regarding the vacation of the easement as a "lynch pin" to allow the Cub <br />development to proceed. He stated he will no support the project because of loose ends in the project proposals; <br />screening and lighting are important. <br /> <br />Ayes: Mulder, Olson, Wilke, Klausing, Rhody <br /> <br />Nays: Cunningham <br /> <br />Motion Carried 5-1 <br /> <br />Member Mulder agreed to Acting Chair Rhody annotation regarding opposition to the proposal's traffic on residential <br />streets. Member Mulderwas opposed to the hours of operation (Curfew) annotation. Member Klausing also could not <br />support a curfew. The projects is too hypothetical at this time. <br /> <br />Member Wilke and Member Mulder agreed that the Planning Commission send a recommendation of concern regarding <br />traffic in residential areas as being consistent with the comprehensive plan. <br /> <br />Member Olson noted that the drainage further north on the site should be improved as part of the proposal. Acting Chair <br />Rhody noted that the Planning Commission may be reaching beyond its ability to review. <br /> <br />6b. Planning File 3077. Lois Olson, Cryogenic Laboratories, Inc., request for a Planned Unit Development to expand the <br />building at 1944 Lexington Avenue using the Cornerstone Guidelines. <br /> <br />Acting Chair Rhody opened the hearing and requested Dennis Welsch to present an overview of the staff's written report <br />
