<br />dated March 10, 1999. <br /> <br />Dennis Welsch explained the details of the building and noted the staff recommended approval of the concept request. <br /> <br />John Olson, Cryogenic Labs, noted that he has worked through the issues and described the design details of the project <br />and how they might be shared with the adjacent hardware store. <br /> <br />Member Olson asked that the site plan, with a building crossing the south property line. New setbacks for fire doors will <br />require a different (at least five feet) setback. <br /> <br />Member Cunningham asked for clarification on the County right-of-way expansion of 16.5 feet. Deb Bloom noted that the <br />County includes buffer, clear area, and landscaping would always be present. <br /> <br />Acting Chair Rhody asked for details on the signage. Bill Brisley, Architect, described the wall signs that will be included. <br />He also described the downcast pendent lighting and the building elevation for all four sides. <br /> <br />Acting Chair Rhody asked for details on the ponding within the site. Engineers are working on the details for drainage. <br /> <br />Member Cunningham asked if the architectural tower is to used or is decorative (It is the entry to the Cryogenic portion of <br />the building). <br /> <br />Judy Florine, Rose Villa Townhomes, noted that the proposal adds new wall space to look at. Will the ponding to the east <br />eliminate the possibility of planting a screen along the east side of the building that is viewed by the townhomes? John <br />Olson noted that they have looked at the problem and will respond with a planting plan that will fix this problem. <br /> <br />Member Cunningham asked for details regarding landscaping. <br /> <br />Judy Florine noted that the townhomes will not be able to obtain a west breeze because the east wall will be close to the <br />property line and extend the entire east lot line. <br /> <br />Wayne Griesel, 1067 Harriet Lane, asked for details of the County right-of-way plan on the suburban site. <br /> <br />Tim Cook, speaking on behalf of Peggy Jones, 1088 Ryan, asked for details of the north driveway. John Olson noted that <br />the liquid nitrogen in filled twice per month at 7:00 a.m. <br /> <br />Tim Cook asked who would be the tenants of the lease facility. John Olson noted that the antique store, jeweler, <br />acupuncture store or coffee shop, but no video stores. <br /> <br />Tim Cook asked for details on warehousing and loading docks to the antique store. John Olson illustrated north side and <br />west side loading area, with retail sales to the south. <br /> <br />Tim Cook asked for details regarding the nitrogen storage tank. The watershed from the roof should not drain to the east <br />or north, but into a city storm facility or pond <br /> <br />Tim Cook asked for screening details for the nitrogen tank and the masonry screening wall and landscaping. Member <br />Klausing asked Mr. Olson for details regarding the warehouse wall. <br /> <br />Marijo Hickok, 1050 Harriet Lane, stated the corner of Roselawn and Lexington needs improvement. She asked for details <br />regarding the Suburban Hardware Delivery area. The site plan will be reduced by three spaces. Ms. Hickok asked if this <br />was enough waste storage for the entire site. The east elevation of the building may need to be blended to the colors and <br />stripping of the adjoining neighbors. John Olson said the project colors will match. The tower height is 32 feet, the <br />neighbors prefer a lower tower. <br /> <br />Member Wilke asked Ms. Hickok for details of the east wall doubling in size. He said it is not attractive as a blank wall. <br /> <br />Lois Forsblad, 1057 Harriet, commented that the neighbors (the McCarthys) had been concerned with the building size <br />and wall size. Ms. Forsblad said the hardware store design was to minimize the wall impact. She said the project looks <br />like a strip mall; what stops the uses from drawing a lot of traffic. <br /> <br />Member Klausing asked if the neighbors had considered what may be more palatable. He was concerned about the long <br />expanse of wall. Ms. Forsblad stated the project must allow for adequate screening. John Olson suggested planted vines <br />
