Moving to the north has less impact and better screening to the park <br />2. Better traffic circulation and parking. <br />3. Less visual impact on neighbors and better materials. <br />4. Better bluff set-back <br />5. Less soil erosion <br />6. More ponding <br />7. Improvements to the pathways <br />8. Better access to the park <br /> <br />Ayes: Mulder, Rhody, Egli, Klausing, Olson, Cunningham <br /> <br />Nays: None <br /> <br />Motion Carried: 6-0 <br /> <br />6c. Planning File 3111. Glen Kloskin, dba Boaters Outlet, 2205 W. Co. Rd. C-2, Roseville, is requesting an Interim <br />Use Permit to conduct week-end sales during the summer months, as an "owner-to-buyer lot" for the sale of boats <br />and automobiles, on this site. <br /> <br />Chair Klausing opened the hearing and requested a staff summary of the April 14, 1999, report by City Planner <br />Thomas Paschke. <br /> <br />Thomas Paschke explained the interim use permit and the request to create an "owner-to-buyer" lot. The zoning <br />and comprehensive plan are industrial. The 1.9-acre site and its impacts were reviewed based on the staff report <br />and applications. <br /> <br />Access is from County Road C-2; it will be mostly used for boat storage in winter as allowed by a previous interim <br />use permit. Thomas Paschke described internal circulation and parking; landscaping will include repaired sod. <br /> <br />Member Cunningham asked for details on the letter from M.ADA (4/9/99) which is in the record. Chair Klausing <br />read the letter into the record. Thomas Paschke reported on the city attorney's opinion. <br /> <br />Member Olson noted that the Palmer Trucking building needed painting, but asked if the L. A. car building should <br />also be painted. Staff should review this. Member Olson noted that a rusted metal sign on the south side should be <br />removed. <br /> <br />Member Olson asked for correction of the placement of dumpsters along C-2 and on Partridge. <br /> <br />Member Mulder asked if they are owned by the same owner (yes) and the applicant will lease space. <br /> <br />There being no further comments, Chair Klausing closed the hearing. <br /> <br />Motion: Member Mulder moved, seconded by Member Cunningham, to recommend approval of the Boaters Outlet <br />request for an interim use permit to allow an "owner to buyer lot" on the vacant 1.92 acre parcel adjacent to 2205 <br />West County Road C2, based on the findings and conditions 9 through 22 listed in Section 3 of the Request for <br />Commission Action dated 4.14.99, and to define the duration of activity as being no earlier than May 15 and no <br />later than September 15 in each year, and to define the hours as being from 4-7pm on Friday, 8am-6pm on <br />Saturday and Sunday. <br /> <br />Ayes: Rhody, Mulder, Olson, Klausing, Cunningham, Egli <br /> <br />Nays: None <br /> <br />Abstain: Wilke <br />
