<br />6d. Planning File 3073. Speedway Super America LLC, 2785 Hamline Avenue, is requesting Concept <br />Development Plan approval for a PUD to demolish the present Super America and build a new store on this site. <br /> <br />Chair Klausing opened the hearing and asked that Thomas Paschke provide a summary of the staff report dated <br />April 14, 1999. <br /> <br />Thomas Paschke reviewed zoning (B-3) and existing uses surrounding the site. The structure will be razed; a new <br />structure will be constructed in the southwest corner of the site. Traffic will not increase. <br /> <br />Member Mulder asked for clarification regarding sign height and design. <br /> <br />Mike Cronin, Roman Mueller and Nancy Healy District Manager representing SuperAmerica, described the <br />proposal and will work with staff and neighbors to resolve issues. He noted that he met with Hamline House Condo <br />Association and resolved issues. <br /> <br />Member Olson asked for hours of operation (currently 6am to midnight). Member Cunningham asked for details of <br />downcast lighting. <br /> <br />Ross Jacobsen, 1382 Judith, expressed concern regarding the lighting plan. He opposed 24 hours operation as a <br />magnet for criminal activity. No music is used over the speaker system. <br /> <br />Mr. Jacobsen asked for the height of the existing building. The new building will be five to six feet taller. <br /> <br />Member Cunningham asked for clarification on hours of operation. What has been SuperAmerica's experience with <br />the new design and sales during late hours. <br /> <br />Mike Cronin noted that the new stores are more efficient and allow for more sales per stop at the store. The re- <br />build will replace an old store and more refrigerated and frozen foods will be available. The customer will be better <br />served. SuperAmerica would like the opportunity to try 24-hour service. <br /> <br />Member Cunningham asked if the same level of business, why open the store to more than current 6am - <br />midnight? <br /> <br />Member Egli asked if SuperAmerica could be a 24-hour store at this time? (Yes) <br /> <br />Chair Klausing noted that in a P.U.D., City could set hours. <br /> <br />Harold and Edit Medvin noted that they had concerns about ours, fencing, lighting, exit/entrance. <br /> <br />Norm Nelson, Hamline House, expressed support for the new station and for 24-hour service. <br /> <br />Chair Klausing closed the hearing. <br /> <br />1. Motion: Member Cunningham moved, seconded by Member Mulder, to recommend approval of the concept <br />development plan for a business planned unit development (B-PUD) that allows the construction of a 2,867 s.t. <br />convenience structure with a gas pump service area for the parcel located at 2785 Hamline Avenue, based on the <br />findings outlined in Section 3 of the staff report dated April 14, 1999, and there shall be no outside storage at this <br />site. <br /> <br />It is understood that the effective date of such a planned unit development will not occur until after the application <br />submission and final approval of the planned unit development agreement and publication of the PUD ordinance. <br />No new construction may occur before the effective date of the ordinance. <br /> <br />Ayes: 6 <br /> <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />7.
