Motion carried: 6-1

Member Cunningham noted that he looked at the intent of the proposal to add to the quality of life. There is adequate space for a
flag lot.

Gb. Planning File 3119. City of Roseville request for an amendment to the Comprehensive Plan to create a new land use district
(City Center District) and to establish the land-use boundary of the City Center District, Roseville, MN.

Chair Klausing opened the hearing and requested a report on the proposal. Mr. Keith Wietecki, chairperson of the City Center
Task Force, presented a summary of the Task Force Report.

Mr. Wietecki explained the legislative function of comprehensive planning. He noted in 1994 the Comprehensive Plan was
updated. A change in the Comprehensive Plan is a change to future land use. No land use changes until the owner of the
property makes a physical change.

He explained the previous decision-making process, Vista 2000 program, and the need to appoint a task force to look at the City
Center Plan.

The purpose of the district was to create a central area within Roseville and to create a unique sense of place. The proposed
uses included a government center, recreation center, community center, housing transportation and park uses.

Intentions of the district include:

. Providing uniform access
. Tie together parcels
. Create common design themes

Mr. Wietecki illustrated the district boundary and described the parcels that would be included.

Chair Klausing asked for clarification on the "downtown Roseville" concept. Mr. Wietecki explained the downtown would be a
meeting space, a sense of place.

Chair Klausing and Member Egli explained that they were both on the Task Force.

Member Egli asked for examples of civic centers that had been toured. Mr. Wietecki listed the following:

. Brooklyn Center
. Maple Grove/Plymouth
. Chanhassen
. Prior Lake/Mystic Lake
. 50th. And France
. Edinborough and Centennial Lakes
. Maplewood Community Center
. Shoreview Community Center

Member Rhody asked what process the Task Force has completed regarding the trailer park. Keith Wietecki explained the
process of the re-development. He noted in 40 years, something will happen on this site. Whatever replaces or improves the
mobile home park must adhere to the Comprehensive Plan. The Task Force is now taking public input from the residents and
interest groups.

Member Olson asked why the VFWwas included.

Member Wilke noted that the whole project would be completed in 40 years. What is a timetable for the City Center? Mr.
Wietecki noted that the Arona building recreation center needs to be moved in 2-4 years and will include a referendum. The
schools are getting crowded, the meeting space is small, the recreation center is deteriorating, the fire station is too small. The
private development is a much longer-term issue.

Member Cunningham asked how long it took to construct other centers. Mr. Wietecki estimated 5-10 years.

Member Olson asked if there was enough space to add facilities to this site. Mr. Wietecki noted higher buildings and ramps can
be done but are expensive. The public works building could be moved to a coordinated central location.
