<br />Chair Klausing asked why is it necessary? What purpose is there to amend the Plan if no changes in land use will occur? Mr. <br />Wietecki noted that the plan gives time to decide what will be on the site in the future. It provides assurance of future land use <br />and zoning. <br /> <br />Member Egli asked for explanation of public input that will occur and has occurred. Mr. Wietecki noted what meetings were held <br />once per month. Community discussions will begin again on May 20, 1999. He listed the organizations that have already been <br />invited. <br /> <br />A ten-minute break was taken. <br /> <br />Donna Hanson, mobile home park, was concerned about the time frame - when will the mobile home park be bought? Keith <br />Wietecki responded the reason for the mobile home park inclusion is for a light-rail transit stop. The primary use will include <br />transit and higher density housing. The transit will be determined by the legislative funding. <br /> <br />Chair Klausing noted that he was opposed to city acquisition of the mobile home park because the Huberty site has higher <br />priority as does the public works relocation. The value of a diverse housing stock is important to the city (from Vista 2000). <br /> <br />Rebecca Caulfield, 1117 Oakcrest, explained that traffic was a major concern. What is proposed on Lexington and County Road <br />C right-of-way? Mr. Wietecki stated that the right-of-way would be improved but not private property. Is traffic to increase? (Not <br />yet, awaiting specific proposals) <br /> <br />Eugene Bahniman, 2656 Lexington Avenue, expressed concern about decline in property value on his site, and more traffic on <br />the site. He asked what is "a source of pride"? What is an indoor/outdoor park? <br /> <br />Tonya Lafollette, mobile home park resident, lives her because of location, security; put a recreation center in Central Park. The <br />neighborhood is good. Does the City have any idea when transit would come to Roseville? <br /> <br />Bill Lonsky, 2725 Dellwood Ave., asked what will happen to Howard Johnson Park? Why did the boundary not include Central <br />Park? What stops a commercial tattoo parlor? Will property values change? Mr. Wietecki noted there is currently no linkage to <br />Howard Johnson Park. <br /> <br />Alice Pierce, Snelling Avenue, asked how much was the grant? What are the long-term costs of this plan? Will there be an <br />increase in tax rates to the City of Roseville? Hamline Center is in need of commercial revamping. Mr. Wietecki noted that long- <br />term costs are unclear at this time, but hopes are that costs can be shared with public/private partnership. <br /> <br />Jim Foley, 2717 Merrill St., stated the city does not need more buildings or transit. <br /> <br />Paula Griffin, mobile home park, stated she was opposed to changes in the mobile home park. <br /> <br />Paula Maczko, Fernwood Ave., expressed concern about property tax, property value, and traffic. Where will the building be <br />located and what will the zoning be? <br /> <br />Sheila Ryan, 2690 Oxford St., Parkview Terrace Condos, asked why this comes to the Planning Commission first? Mr. Wietecki <br />explained the need for the district in order to prepare the master plan, Why "may" is used on complementary uses such as <br />housing or retail? <br /> <br />Don Siegfried, 2680 Oxford St., Parkview Terrace Condo, asked how an amphitheater, pool, and all the other uses will fit within <br />121 acres? Should the planning process be more specific? Why should Central Park not be included? <br /> <br />Dick Houck, 1133 Roselawn Ave, asked what the zoning process is? Why-what do you want to do with it? Where is the plan? <br />Why weren't all property owners notified? <br /> <br />Joan Jacobson, 2690 Oxford, asked why transiUrail when bus system is lousy? Prefer a bike path, no shopping center, move <br />school to Hamline Center. <br /> <br />Mildred Roesch, 1000 Woodhill Dr., asked why adjacent residents are not part of the Task Force? Is it possible that residents <br />could be added? The planning process is too short (9 months). Is the comprehensive plan the first step for rezoning? What <br />guarantees are there that the plan will remain? Look only at the "purple" area with city buildings. <br /> <br />John Wilson, mobile home park, asked why the change in the comprehensive plan to higher density? <br />
