<br />Staff recommended approval subject to conditions (listed in the project report). Staff explained that this project was <br />considered a major amendment. <br /> <br />Member Mulder asked for details of HVAC and communications devices screening (metal standing seam). <br /> <br />Member Egli asked if ponding was adequate? Thomas Paschke stated, yes, previously the site was designed with a pond <br />in mind. Member Wilke asked if the Alzheimer site unit was included in calculations of storm water drainage. <br /> <br />Member Cunningham asked if, at a future time, razing the resident's hall would require an amendment to the PUD. Yes. <br /> <br />Chair Klausing asked if the building design concept would change from the original PUD. The three-story building would <br />change to four stories. (No building details of the original design are available). <br /> <br />Chair Klausing asked if staff would have design standards added to PUD to create a pleasing entrance on Snelling <br />Avenue (not the main entry). There may be too many materials used (discordant). <br /> <br />Member Mulder asked for clarification of staff and Planning Commission responsibilities in the review of the project. <br /> <br />Member Olson asked for clarification of screening of communication dishes and antenna on the roof. <br /> <br />Member Cunningham asked if the details of the gas station cleanup has been done (Yes). He noted the "gateway" <br />architecture should be connected with the architecture of the campus. <br /> <br />Mike Collins, Architect representing the Northwestern College, noted that architecture would relate to the designs on the <br />site currently, blending the aesthetics and materials. He described the materials and roof design. There will be no <br />vehicular access to the site, except on the southwest side through the parking lot. <br /> <br />Member Egli asked if students would have jobs within the building and if there would be a need to gain access from a <br />north side pedestrian crossing. <br /> <br />Member Mulder asked what will be placed on the roof: four HVAC, two 36" - 48" satellite disks, four or five 18" - 24" <br />satellite disks, and TV antennas similar to those used at a home. <br /> <br />Member Egli asked if there was a sign or logo on the north side of the building (No). <br /> <br />Dr.Wesley Willis, President of Northwestern College, noted the concept is to match the design of the materials in the <br />PUD. Wrought iron fencing will also connect the sites. The poor/contaminated soils have been previously removed from <br />the site. KTIS is a professional station; there may be some communication interns at the station. <br /> <br />Sandra Presnetz, 1670 Lydia, lives adjacent to the proposed Alzheimer's unit, agreed that design and materials should be <br />coordinated with the existing new buildings in the PUD - an entry to the community. She was concerned about sunlight <br />issues of a four-story building and whether it would reduce the light into the Alzheimer unit. She expressed a desire not to <br />have a pedestrian entrance along the north side of the building because it eventually could require additional traffic <br />signals. She suggested an underground entry. She asked for details of color and materials. <br /> <br />Ms. Presnetz asked for details of color glass and materials. She asked if there was a glare issue. Mike Collins noted the <br />glass would be clear or have a bronze tint. East and west sides have minimal glass; north side has more glass. <br /> <br />Tim Calahan, 3062 Shorewood Lane, explained that the site is a main entry to Roseville and the community. He felt the <br />character of the building design is not in keeping with the PUD design. This building design is also not in keeping with <br />Northwestern College buildings. A four-story building will stand out; at the antenna level the building will be 50 feet and 5 <br />stories, set back 30 feet from the road right-of-way. The building will be imposing. He was surprised that the parking was <br />being expanded. The site is being overbuilt. <br /> <br />Dan Lind, President of Presbyterian Homes, supports the building and the size of the improvement. The design will be <br />eye-catching. The Alzheimer's and hotel buildings will be under construction within the next month; more detail will be <br />done on the design in the near future. The new building will have little solar impact on the Alzheimer unit. Mr. Lind <br />explained that the Lydia Avenue left hand lane to Snelling should be extended further west, with a turn arrow included on <br />the pavement. <br /> <br />Member Wilke asked if details would be worked out prior to Council's final PUD consideration (Yes). <br />
