<br />2. The existing and proposed accessory structure is utilized for storage and maintenance of the five (5) duplexes that <br />lie directly adjacent to 3104/3106 Fairview Avenue. Staff considers the accessory building to be associated the <br />principal structures on the parcel identified as 3104/3106 Fairview Avenue. <br />3. The proposed accessory building addition will not create additional traffic nor the need for additional public <br />facilities. With proper exterior building treatment, drainage, and landscaping, the building will not have an impact on <br />surrounding property or values. There appears to be no impact on general health, safety, and public welfare. In <br />addition, the project complies with the Comprehensive Plan designation as low density residential uses. <br />4. Conditions may be attached to the CUP that would mitigate the impact on adjacent properties including such items <br />as increased setbacks from property lines, landscape screening, architectural color and design/materials details, <br />drainage provisions, and limiting additional exterior storage. <br />5. The addition of the 208 square foot accessory building increases the site's current impervious site by 160 square <br />feet. The allowable impervious square footage for the site (30%) is 6,978 square feet. The site currently has two <br />twin homes with attached garages of 2,972 square feet, an accessory building of 780 square feet, a shed of 96 <br />square feet and pavement of 3,153 square feet, for a total impervious square footage of 7001 square feet or <br />30.1%. <br />6. The proposed addition (160 square feet) increases the total impervious square footage to 7,161 square feet or <br />30.8% and therefore must apply for a conditional use permit. <br />7. The proposed addition and existing accessory building (988 square feet) is well under the maximum allowed rear <br />yard coverage of the 1,200 square feet (40%). On this lot the 40% detached building area is calculated by <br />multiplying the lot width (100 feet) by the rear yard depth (30 feet) and dividing this total (3,000 square feet) by the <br />40% allowed to reach a total allowable of 1 ,200 square feet. The addition must also conform to the requirements of <br />Section 1004.01 A. <br />8. The proposed addition to the accessory building meets all applicable building setback requirements. <br />9. There will be no new hard surface installed as a part of this development proposal. <br />10. If currently not in place, all roof drainage, new and existing, must be collected in gutters and channeled to the <br />natural drainage way within the applicant's property. <br />11. The exterior of the building must be constructed with materials that match materials on the existing accessory <br />building. <br />12. Because of the size of the total structure once the addition is complete (987.88) and the amount of impervious <br />square footage (30.8%) no other accessory building or tool shed(s) shall be permitted on the property, unless <br />approved by the City Council under a variance request. <br />13. The maximum height (as defined in Section 1004.01) shall be 15 feet. <br />14. Prior to issuance of a building permit, and within 60 days after approval of the conditional use permit, the applicant <br />must record the conditional use permit with the Ramsey County Recorder. This conditional use permit shall expire <br />6 months after approval if a building permit has not been issued. Deb Bloom explained that Mr. Seaberg has <br />worked out a way to move water to east to Wheeler across property. <br /> <br />Member Mulder explained the goal should be to disperse water through infiltration. <br /> <br />Motion Amendment. Member Mulder moved, seconded by Member Wilke, to amend the recommendation for approval <br />by removing condition 10 from the list of conditions. <br /> <br />Ayes: 5 <br /> <br />Nays: 1 <br /> <br />Member Olson stated that drainage should be kept on the site. <br /> <br />Deb Bloom suggested drainage review by staff as an alternative. <br /> <br />Motion Amendment.
