along Alta Vista and was constructed as a component of the roadway reconstruction. The second retaining wall is
located in the side yard adjacent to the home and Dale Street.
6. A small rear/side yard (north & east) exists on the north side of the lot and home. Because this is the only flat area
on the lot the three children use the location for a play area.
7. The proposed porch addition, though encroaching to a point 8.6 feet from the Alta Vista Drive property line, would
provide an architectural design and living area that would not be afforded to the homeowners unless placed on the
north side of the home and within the play area.
8. Staff has determined that the limited flat area on the lot, the unique shape of the lot, the lot's double frontage, and
the date the home was constructed, are all pre-existing hardships for this property that afford no alternative other
than a variance.
9. The variance, if granted, will not adversely affect the public health, safety, or general welfare of the citizens of
Roseville.

Ayes: 7

Nays: 0

Motion passes.

6c. City of Roseville request for an amendment to Section 1010.11 of the Roseville Zoning
Ordinance, regulating large commercial recycling compactors.

Chair Klausing opened the public hearing and requested Thomas Paschke to provide a summary of the project report
dated October 13, 1999.

Thomas Paschke discussed the proposed ordinance and the rationale for the proposal. He indicated the proposed
ordinance was unclear as to how R-1 uses, such as churches, municipal buildings, school districts etc., and multiple
family zoning districts would be affected by this ordinance. He suggested the Commission could address this at tonight's
meeting, or he would address it and return the ordinance for the Commission's consideration at the November 1999
meeting.

Motion: Member Mulder moved, seconded by Member Klausing, to table to November 9, 1999 meeting, consideration of
the proposed ordinance regulating large commercial recycling compactors to allow time for staff to address, under Section
4, C, relating to R-1 zoning district uses and multiple housing district uses.

Member Cunningham asked if the ordinance would be retroactive affecting pre-existing, non-conforming uses; Thomas
Paschke advised it would not.

Ayes: 7

Nays: 0

Motion passes.

7.
