<br />Motion: Member Mulder moved, seconded by Member Egli, to recommend prohibition for amplified music/sound system <br />on the patio and for the starter system. <br /> <br />Carried 6 - O. <br /> <br />7. Public Hearings - New <br /> <br />7a. Planning File 3184. A request by Tom Coil, Old Town Builders, for a variance to the required lot width (85 feet) to <br />allow the minor subdivision of the parcel located at 1323 Burke Avenue, Roseville. The variance is for allowance of a <br />single-family residential lot 84.5 feet in width, or a variance of .5 feet (1/2 foot). Staff withdrew the application. <br /> <br />7b. Planning File 3190. The City of Roseville is requesting an amendment to Section 1009 (Sign Regulations) and 1014 <br />(Administration) of the Roseville Zoning Ordinance. <br /> <br />Chair Klausing opened the hearing and requested City Attorney Joel Jamnik to review the proposed ordinance and recent <br />court cases regarding commercial and non-commercial signage. <br /> <br />He discussed Section 1009 and 1013 as proposed. The permit requirements do not apply to one non-commercial sign per <br />parcel. Mr. Jamnik explained definitions of commercial and non-commercial signs. <br /> <br />Mr. Jamnik explained Section 1014.4 as an appeals and adjustment board. <br /> <br />General discussion of signage interpretation ensued. <br /> <br />Member Mulder asked staff to return at the next meeting with questions and answers regarding the application of the <br />proposed ordinance (5 or 6 common things) to such things as: <br />o Flag poles with banners and wind socks <br />o Church and institutional issues. <br /> <br />Motion: Member Mulder moved, seconded by Member Wilke, to continue this item to March 8, 2000. <br /> <br />Carried: 6 - 0 <br /> <br />7c. Planning File 3151. The City of Roseville is requesting consideration of a proposed ordinance setting forth an <br />amendment to Section 1005.016 Relating to Outdoor Sales and Signage. <br /> <br />Chair Klausing opened the continued hearing and requested Thomas Paschke to explain the ordinance. Staff offered two <br />text clarifications/corrections. <br /> <br />Chair Klausing asked about "total of ninety calendar days" per year. <br /> <br />Member Cunningham asked if 90 days was consecutive or at the merchants discretion. Member Mulder preferred the <br />discretion. There was no public comment. <br /> <br />Chair Klausing closed the hearing. <br /> <br />Motion: Member Mulder moved, seconded by Member Cunningham, to recommend approval of the ordinance with new <br />language in Section 1005.0163 "a period not to exceed a total of 90 calendar days in any calendar year". <br /> <br />Carried: 6 - 0 <br /> <br />8. Information, Reports and Other Business <br /> <br />8a. North Metro 1-35 W Coalition Planning Commission Seminars set for late March 2000. <br /> <br />The meeting will be held on Wednesday, March 29, 2000, beginning at 6:30 p.m. at the City of Shoreview (City Hall). The <br />Planning Commission is requested to attend. <br /> <br />Member Rhody entered the meeting. <br />
