<br />Pat Borgman, Kraus-Anderson, was introduced. <br /> <br />Member Cunningham asked if there was not sprinklered where the school was located, but must it be? Member <br />Cunningham asked who would be the tenant for the charitable gambling. Will the hours of operation be consistent with/ <br />complementary to the school? (Bingo events start on Saturday and Sunday from 10:00 a.m. and last until 12:00 midnight. <br /> <br />The gambling that would occur weeknights would conflict with the school (most day time users of charitable gaming are <br />seniors). The uses do overlap. <br /> <br />Member Egli asked for details of the square footage of the play area. There is a play area for day care only (35 s.f. per <br />child). Why is day care so far from play area? Ann Husea, stated the day care is to be a family center wherein children <br />could be cared for while parents would visit the Charter School. <br /> <br />Ms. Husea stated that Districts 916 and 623 agreed to support this project. <br /> <br />Carol Koski, 2300 N. Hamline Avenue, noted that the project was, in part, approved because of its location. The maximum <br />number of students is 270. Most students come from other districts. A pediatric office may also open to support the school <br />children. Food will be contracted to the site. Plumbing will be updated for 200 children. <br /> <br />Member Mulder asked what will be done to the exterior of the building. Pat Borgman noted that drawings and plans are <br />necessary and will be done. Member Mulder asked: where the bus lanes and drop off area will be located; what type of <br />fencing and where will it be located; screening the building; landscaping on the front. What guarantees will be made? <br />What additional information will be available for the Council? (all plans needed). <br /> <br />Member Olson asked for details of the school growth plan; will the school stay as it grows to 270 pupils? (After three <br />years, the school must be re-evaluated.) Member Olson asked if there will be a play area. (A gymnasium will be included <br />in the school; the exterior play area is for pre-school students. The school will sign a ten year lease.) <br /> <br />Member Rhody asked if a formal plan will be completed in the next two weeks. Mr. Vinje explained additional plans to be <br />completed. <br /> <br />Elaine Heisterkamp, 2800 N. Hamline Ave., #228 Hamline House Condominium, stated her concern was that neighbors <br />were not consulted or informed. She felt that an environmental impact statement is needed. Construction will be loud all <br />summer. The roof now leaks. There is mold content in the building. Take more time. The building needs repairs. She is <br />opposed to gambling on the site. <br /> <br />Chair Klausing clarified there is no gambling to be approved in the center with this application. <br /> <br />Norman Nelson, Hamline House President, stated the building needs improvements. The recreation needs are not clear. <br />He does not object to bingo, but to other operations. Mr. Nelson asked if there would be a video arcade and pinball <br />machines (none proposed). He was concerned about hours of operation. <br /> <br />Chair Klausing closed the hearing. <br /> <br />Chair Klausing stated there are procedural issues (the rapidity of the request) and the substantive issues (are these uses <br />workable together). He asked staff to define the difference between redevelopment and reuse. <br /> <br />Member Rhody asked if the Planning Commission could meet again on this topic. The charter school could be an asset. <br />Traffic, bus circulation and other site issues are not answered at this time. <br /> <br />Member Mulder asked for details regarding the notification of property owners. <br /> <br />Member Mulder noted that the uses could create a community uses building, including charitable gambling. The proposal <br />is a good reuse of a 1960 building which does not have access or traffic needed to serve a retail market. He noted that the <br />PUD process allows the City to assist in being creative; there are not enough details of physical developments. <br /> <br />Member Wilke suggested tabling for two weeks. <br /> <br />Chair Klausing asked if applicant can supply information for April 26th. <br /> <br />Motion. Member Mulder moved, Member Wilke seconded, to advise the Council to review the project on April 26th and <br />
