<br />Member Mulder asked if companies have been required to post bonds. <br /> <br />Member Egli asked if there are interference issues in adjacent areas. <br /> <br />Ken Neilsen and Dave Mitchell, representing U.S. West, explained the U.S. West Wireless services for mobile phones <br />and data connections. <br /> <br />Mr. Neilsen distributed illustrations of the monopole proposal. He noted the proposed site is a "fill-in" site. He illustrated <br />the 4' high antennae, atop the monopole. The ground equipment was described. No utilities other than electricity and <br />phone lines are required. <br /> <br />Mr. Neilsen stated there has been no interference from U.S. West site. <br /> <br />Member Olson asked if trees would be removed. (No, trees will be added.) <br /> <br />Member Olson asked if multi-users could use this pole. <br /> <br />Mr. Neilsen said the pole could be removed and replaced with a multi-user tower. What would it look like? (standard mono <br />pole or lattice tower). <br /> <br />Member Mulder asked if the height of the pole was for reception or to get above the trees. (Antennas must be above tree <br />cover.) If the pole was moved to another site, would the height be the same? (yes). <br /> <br />No public comment was offered. <br /> <br />Chair Klausing closed the hearing. <br /> <br />Chair Klausing reviewed the Conditional Use Permit considerations in Section 1.3 of the project report. <br /> <br />Motion: Member Mulder moved, seconded by Chair Klausing, to recommend approval of U.S. West Wireless's request <br />for a conditional use permit to allow construction of a 67 foot monopole and four (w) by ten (I) by five (h) equipment area <br /> <br />at 2851 Snelling Avenue North, based on the findings in Section 3 and with the conditions recommended in Section 4 of <br />the staff report of May 10, 2000, as follows: <br />1. The maximum height above grade at the monopole base shall be 67 feet. One antenna at the size specified in the application may be installed on the <br />monopole. <br />2. A prefabricated set of equipment cabinets may be installed near the base of the monopole. All utility wires or lines leading to the monopole shall be <br />buried. <br />3. The area surrounding the ground equipment should be used to screen the equipment cabinets from view. Specifically, plant material should be installed <br />on the north, west, and south sides of the equipment area having a minimum height of five feet (except accent shrubs); 75% of this plant screen should <br />be coniferous. A complete landscape plan must be prepared as part of the building permit application and approved by the City prior to issuance of the <br />building permit. <br />4. The monopole is to be limited to the single user/applicant (US West Wireless). Future antenna additions will require a revised CUP. <br />5. The monopole shall not be lighted. Electric and phone wires serving the equipment and monopole shall be buried. The reinstalled parking lot light shall <br />serve as security lighting. <br />6. The 67 foot tall monopole and supporting equipment shall be completely removed from the site by the applicant (US West Wireless) after operations <br />cease; the equipment is damaged or unsafe as determined by the Roseville Building Official; the CUP elapses or is determined to be in violation by the <br />Community Development Director. The City may require the applicant (US West Wireless) to post a bond to assure timely removal of the monopole and <br />supporting equipment. <br />7. Parking of maintenance vehicles shall occur in an off-street parking space directly adjacent to the monopole location. <br />8. The color of the supporting equipment cabinets shall be of a similar color to that of the principal structure. <br />9. Prior to issuance of a building permit, and within 60 days after approval of the conditional use permit, the applicant must record the conditional use <br />permit with the Ramsey County Recorder. <br />10. This conditional use permit shall expire 6 months after approval if a building permit has not been issued. Planning File 3212: A request by Tim Honigschmidt for a Condtional Use Permit to allow construction of a detached <br />garage and three season porch 100 square feet in size on property located at 1378 Sandhurst Drive. <br /> <br />Chair Klausing opened the hearing and requested City Planner Thomas Paschke to provide a verbal summary of the <br />project report of May 10, 2000. Paschke reviewed the dimensions of the proposed garage and three season porch, <br />replacing the existing garage. He noted that the driveway will be modified to allow for access to the new garage. Staff <br />recommended approval. <br />
