Planning File 3210: A request by Steve and Kristin Youngquist for a Variance from Section 1 016.22A (Non- <br />conformities) and Section 1016.26B1 (Storm Water Management), of the City Code, to allow the redevelopment of the <br />parcel with a single family home located at 391 Owasso boulevard South. <br /> <br />Chair Klausing opened the hearing and requested City Planner Thomas Paschke to provide a verbal summary of the <br />request as described in the project report dated May 10, 2000. <br /> <br />Thomas Paschke explained the lot size (6,690 s.f.) as a pre-existing, non-conforming lot of record. The lot is 40 feet in <br />width. The proposed structure will be set back 80 feet from the shoreline, meets the side yard setback of five feet and <br />front yard of 30 feet. The structure was constructed in 1910. The proposed building will have a 1,440 s.t. parcel. Staff <br />recommended approval. <br /> <br />Member Egli asked about details of bluff setbacks (none) and if there are pervious surfaces for drives and patios. Staff felt <br />one way to reduce impervious surface (not recommended) was to move structure closer to the road. <br /> <br />Steve Youngquist stated there are unique physical features of the site (the old home was damp and mildewed). The <br />proposal is to retain all existing trees. The new structure reduces impervious surface by 7%. <br /> <br />Approval will increase property values and public safety, moving the garage will improve safety. Neighbors have been <br />supportive. <br /> <br />Chair Klausing asked for comments from the public. <br /> <br />Mr. Joe Rowan, 381 Owasso Drive, encouraged approval of the variance. The neighborhood is supportive. <br /> <br />Member Olson asked if trees will be protected (yes). She asked about planting additional natural materials near the lake <br />(no more space). Member Olson also asked how tall the house is. DNR report is 25 feet; City report is 41 feet. The DNR is <br />supportive of the height. <br /> <br />Member Wilke asked if the house to the west is of similar height.
