The home to be constructed has a footprint not to exceed 1500 s.t.; <br />2. The impervious surface is not to exceed 32% of the lot size and the applicant shall work with city staff to attempt to <br />reduce further the impervious surface; <br /> <br />The Planning Commission recommends the granting of the variance based upon the following findings: <br />1. The unique physical features of the property (i.e., the shape and size of the lot) create a physical hardship; <br />2. The hardship is not the applicant's creation; <br />3. Property cannot be put to a reasonable use if used under the conditions permitted by ordinance, and, <br />4. Planning File 3209: A request by Roseville Lutheran Church for a variance from Section 1005.01 Dp covering the off- <br />street parking requirements for churches. Roseville Lutheran Church currently provides a ratio nof 3.1 off-street parking <br />spaces. City Code requires a ration of 3.5 off street parking spaces. The requested variance is associated with the <br />church's desire to add 300 balcony seats in the Church located at 1215 Roselawn Avenue. <br /> <br />Chair Klausing opened the hearing and requested staff to provide a verbal summary of the request as described in the <br />project report dated May 10, 2000. <br /> <br />Dennis Welsch provided background information and explained the process. <br /> <br />John Shard low, DSU, representing Roseville Lutheran Church, explained the original proposal and the parking (56 <br />spaces) originally proposed. The Church proposed 27 spaces adjacent to the tennis area and park. He described the <br />concepts and programs necessary to reduce paved surfaces. He explained that the Church held a neighborhood meeting <br />on May 1, 2000 in which there was support for preserving green spaces. The Church will use vans, reduce family multi- <br />car trips and designate families for on-street parking. <br /> <br />Mr. Shardlow noted that the Church would install the parking in the future if needed or required. <br /> <br />Member Mulder asked if a permit was required to add the parking spaces (a building permit). No hearings are necessary. <br /> <br />Chair Klausing asked if there was an expansion plan for the future of the Church building (no). <br /> <br />Member Cunningham asked if parking on the green space itself would be permissible (no). There are many on-street <br />parking spaces that go unused. <br /> <br />Member Egli asked if there was a parking system for on-street parking, more than one block from the Church. <br /> <br />Chair Klausing asked if there were comments/questions from the public. <br /> <br />Todd Kerkow, Roselawn Avenue, lives south of the Church, asked for clarification. He commented on the Church <br />ownership and retention of green space, recommending adding no new spaces and retaining more green space. He <br />suggested removing planting islands in the parking area and thereby creating 18 parking spaces. <br />
