<br />presented and staff recommended approval of the variance. <br /> <br />Ms. McCann had no comment; there was no public comment. <br /> <br />Chair Klausing closed the hearing. <br /> <br />Chair Klausing asked what the triggering mechanism was the City action (in this case, road reconstruction). <br /> <br />Member Mulder explained that the action was initiated by the City; the City attempts to accommodate the wishes of the <br />property owner. <br /> <br />Chair Klausing asked if there was a log ical alternative (no). <br /> <br />Motion: Member Rhody moved, seconded by Member Mulder, to recommend approval of the Charles McCann request <br />for a 12-foot driveway access point (apron) variance based on the following findings of the project report dated June 14, <br />2000: <br />1. The City's Pavement Management Program and the reconstruction of Grandview Avenue has required Mr. <br />McCann to apply for a variance if he wants to keep his driveway apron in its current location. <br />2. Under current policy the City would not require Mr. McCann to comply with the 30 setback. The City would allow <br />the driveway to remain until such time as it were proposed for reconstruction or the roadway (as in this case) was <br />to be reconstructed. <br />3. Requiring the driveway access point to be adjusted in any capacity would require unnecessary modifications to the <br />existing driveway as it extends from the street to the garage. <br />4. The proposed variance, if granted, will not adversely affect the public health, safety, or general welfare, provided <br />standards/conditions are attached to insure that redevelopment of the site is completed in accordance with the <br />plans proposed by the applicant. <br /> <br />Ayes: 7, Klausing, Cunningham, Wilke, Egli, Olson, Mulder, Rhody <br /> <br />Nays: 0 <br /> <br />Gb. Planning File 3227: Thomas Chamberland, 2655 Sheldon Street, is requesting a Variance from Section 1012.02B2 <br />(Required Yards and Open Space) of the Roseville Zoning Ordinance to allow the construction of a six-foot high board-on- <br />board fence in the front yard area (within 30 feet) adjacent to County Road C. <br /> <br />Chair Klausing opened the hearing and requested Thomas Paschke to provide a verbal summary of the June 14, 2000 <br />project report regarding the request by Thomas Chamberland who seeks a two-foot height variance for a fence. The <br />purpose is to construct a 6' high board-on-board fence on the side front yard of a corner lot. The fence would be located <br />behind coniferous trees and outside the sight triangle. <br /> <br />Thomas Paschke was asked why the applicant did not ask for 6.5 feet height. Mr. Chamberland explained that fences are <br />six feet in height and are raised off the ground approximately six inches. <br /> <br />Member Egli asked how many of these fence requests have been received? Thomas Paschke noted that most are along <br />County Road C, from Hamline to Snelling. <br /> <br />Member Cunningham asked whether the findings should indicate the exact location of the fence on County Road C. <br /> <br />Thomas Chamberland explained the height of the fence and the need to raise it off the dirt. The fence will be built north of <br />the pines along County Road C and be parallel to County Road C. <br /> <br />Member Egli asked if other options, including shrubbery, had been considered. How much pruning will be done on the <br />pines? Mr Chamberland will prune bottom branches and will plant hostas beneath the pines. <br /> <br />No comment from the public; Chair Klausing closed the hearing. <br /> <br />Motion: Member Cunningham moved, Member Rhody seconded, to recommend approval of the variance to allow <br />construction of a 6.5 foot fence height (2'5" variance) for property located at 2655 Sheldon Street, based on the findings <br />as set forth in the project report of June 14, 2000, as follows: <br />1. Most of the properties along County Road C have been granted similar variances, the most recent being approved <br />in 1998 (1404 Talisman Curve). The fence of choice by these neighbors is a solid board on board fence, 6.5 feet in <br />height. <br />
