Planning File 3241: A request by the Minnesota Waldorf School, 2129 Fairview Avenue, for an interim use permit to <br />allow the placement of a temporary modular office structure on the Corpus Christi School property. <br /> <br />Chair Klausing opened the hearing and requested City Planner Thomas Paschke to provide a verbal summary of the <br />project report dated August 9, 2000. <br /> <br />Thomas Paschke explained the need for additional temporary office space for three employees. It will be connected to <br />electricity. He explained two possible locations. The most recent proposal is to place the office near the front entry to the <br />school (east of Fairview side). He noticed this was the best location for access and removal. Staff recommended approval <br />for up to one year. <br /> <br />Member Egli asked if electricity connection will be located high and if the office building would be skirted to reduce child <br />access. She asked for details of the reconstruction of the parking lot. <br /> <br />Member Olson asked for details of the orientation of the trailer (northern to south with doorway on east side). <br /> <br />Chair Klausing asked for clarification of the setback requirements with Alternative "A". <br /> <br />Member Wilke noted that the office will be ten feet from the building overhang in Alternative "B". <br /> <br />Christina Beck, representing Waldorf, noted that a trailer has not been selected. Skirting would be used if available. <br /> <br />Member Cunningham noted that other children (not Waldorf) could get under the trailer during non-school hours. <br /> <br />Member Egli asked for details on 8' x 24' and 10' x 50' trailers. Thomas Paschke noted that the site plan is not adequate <br />to measure the space. <br /> <br />Member Wilke suggested using Building and Zoning Code setbacks and not blocking the sidewalk as conditions. <br /> <br />Ms. Beck suggested placing the temporary building parallel (east-west) with the building. <br /> <br />There were no other comments. The public hearing was closed. <br /> <br />Member Egli noted that the proposal (Alternate B) would be shielded partially by new grading. <br /> <br />Motion: Member Klausing moved, second by Member Egli, and based on the project report findings in Section 3, to <br />recommend approval of the request by Minnesota Waldorf School for an interim use permit to allow a temporary office <br />trailer "Office B" adjacent to the school entry and the parking lot of the Catholic Community of Corpus Christi, 2131 <br />Fairview Avenue, for a period of one year, based on findings in Section 3 of the project report and subject to the following <br />conditions: <br />A. Structure to not encroach on sidewalks; <br />B. Structure to meet the Building and Zoning Code setbacks; <br />C. Screening or skirting is required. <br /> <br />Ayes: Klausing, Egli, Olson, Cunningham, Wilke <br /> <br />Nays: None <br /> <br />Motion carried 5 to O. <br /> <br />7b. Planning File 3244: A request by the City of Roseville to amend Section 1002.02 (Definitions) of the Roseville City <br />Code. Specifically, the amendment would modify the definition of a "Lot Line, Front" to include language identifying both <br />property areas lines abutting a public street or right-of-way on a corner lot as front yards. <br /> <br />Chair Klausing opened the hearing and requested City Planner Thomas Paschke to provide a verbal summary of the <br />project report dated August 9, 2000. <br /> <br />Thomas Paschke explained the Code modifications, "Lot Line Front", noting that staff has reviewed a number of cases in <br />the past year where this definition is needed. <br /> <br />He noted that other sections of the Code could also be amended (Setback Permits) to allow fences of up to six (6) feet in <br />
